The City of Durham has the following 29 boards, committees and commissions in which interested citizens can participate. To apply for a vacancy, citizens need to fill out an application and send it to the Office of the City Clerk. An application is active at the time of vacancy only. Audit Services Oversight Committee

This committee has been established as an advisory committee to the Department of Audit Services and to the City Manager. The functions of the Audit Services Oversight Committee shall be: to provide oversight responsibilities of the audit function; to serve in an advisory capacity to the City Manager; to facilitate communications among the Council, City Manager, and Director of Audit Services; to ensure internal controls are in place and implemented; to ensure City management implements report recommendations; to review the annual audit plan and make recommendations to City Council for approval; to review the audit budget and make recommendations to Council for approval; to make recommendations for the selection of the external auditor and to review the City's CAFR, management letter and management's response.

The committee meets on the 4th Monday of each month at 3:30 p.m. in the Committee Room located on the 2nd floor of City Hall. Members serve without compensation and must reside within the corporate city limits.

Cable TV Advisory Board - Meeting Minutes

The board advises the City Council on any matters related to cable television service.

The Cable TV Advisory Board is made up of nine members: three are appointed by the City Council. Members serve without compensation and must live within the Corporate City limits. City and County taxes must not reflect any delinquency at the time of submission of the application.

Capital Program Advisory Committee

The committee receives and reviews quarterly updates on the status of funded capital projects and any proposed or approved changes to capital project budgets. Due to the time-sensitive nature of many capital projects, the CPAC may, but would not be required, to review changes prior to presentation to City Council. The committee shall also report to the City Council on a quarterly basis on findings or recommendations regarding the status or budgets of funded capital projects. The CPAC will not participate in selecting or recommending specific capital projects for consideration in the Capital Improvement Plan.

The CPAC consists of nine (9) members who must reside within the corporate city limits. City and County taxes must not reflect any delinquency at the time of submission of the application.

Meeting Time and Place: The 4th Monday of every other month at 11 a.m. in the Committee Room located on the 2nd Floor of City Hall.

Citizens Advisory Committee

This committee works to facilitate citizen participation in the planning and implementation of the Durham Community Development Block Grant Program.

The committee consists of 15 members, 12 of which are appointed by the City Council. Members serve without compensation and must live within the corporate city limits. City and County taxes must not reflect any delinquency at the time of submission of the application.

Residents are welcomed from existing or proposed areas of the City receiving a significant amount of Community Development Block Grant assistance.

Applications are also welcomed from handicapped persons and persons in the business community and members of interested Civic groups.

Convention & Visitors Bureau Board of Directors

The bureau is Durham's way to attract and serve visitors (visit their Web site).

The objective is to create jobs, generate tax revenue and a good business climate.

The Board of Directors hires the chief executive officer responsible for day-to-day operations, approves budgets and marketing plans, sets future direction and vision.

The bureau consists of 11 members, five of which are appointed by the City Council.

Members serve without compensation and must reside within the corporate city limits.

Design District Review Team

The members serve in a advisory capacity to the Development Review Board on the design of developments within the Downtown Design Overlay District and University-College District and on signage in downtown and mixed-use districts. The members will review site plans, elevations, and other development proposal drawings and information for compliance with design guidelines.

The team consist of eight members, five City of Durham staff and three citizen appointees. Applicants must have design expertise in a field such as architecture, landscape architecture or urban design. Members serve without compensation and must reside within the corporate city limits.

Meeting Time:

The Team meets two Mondays a month in Conference Room A located on the ground floor of City Hall at 2 p.m.

Durham Area Transit Authority

Powers and duties of the authority include: to operate public transportation systems; to make plans, surveys, and studies of public transportation systems and to establish and modify the routes, schedules, and fares of any public transportation system.

The appointments to the authority will be made to ensure that the interests of various segments of the community are adequately represented including, but not limited to the following: elderly, disabled, youths, regular bus riders, businesses, employers, and neighborhood associations.

The Durham Area Transit Authority consists of nine (9) members appointed by the City Council. Members are compensated and must live within the corporate city limits. City and County taxes must not reflect any delinquency at the time of submission of the application.

Durham Bicycle and Pedestrian Advisory Commission

The primary purpose of the commission is to provide advice to the City Council and the Board of County Commissioners on questions relating to bicycle and pedestrian issues.

The commission consists of 15 members with six (6) members appointed by the City Council representing the following constituencies which have an interest and expertise in: bicycle commuting, urban trails and greenways, university students/university facilities, transportation planning/policy, recreation/recreation business and Inter-Neighborhood Council.

Applicants must reside within the corporate city limits. Property tax listing must be current. City and County taxes must not reflect any delinquency at the time of submission of the application.

Applications may be obtained from the City Clerk's Office located on the second floor of City Hall, from 8 a.m. to 4:30 p.m., Monday through Friday.

Durham Board of Adjustment

The board hears applications for use permits, variances, decide appeals of zoning district boundaries and decide appeals of decisions by the administrative officials interpreting the zoning ordinance.

The board consists of seven (7) members and three (3) alternates. The Durham City Council appoints four members and one alternate. All must reside within the corporate city limits. City and County taxes must not reflect any delinquency at the time of submission of the application.

The Board of County Commissioners appoints three members and two alternates of whom at least three must reside outside the city limits.

Applicants must be willing to set aside one day a month to serve. Members serve without compensation.

Durham City-County Appearance Commission

The purpose of this commission is to enhance and improve the visual quality and aesthetic character of Durham City and County.

The commission consists of 15 members, seven members appointed by the City Council and eight members appointed by the Board of County Commissioners. Members shall reside within the jurisdiction of the appointing authority. City and County taxes must not reflect any delinquency at the time of submission of the application.

While encouraging applicants with expertise in aesthetics, attempts shall also be made to assure that the appointments represent a cross section of the community. Members serve without compensation but may be reimbursed for expenses.

Meeting Time:

The commission meets the third Wednesday of every month at 5:30 p.m. in Conference Room A on the Ground Floor of City Hall.

Durham Convention Center Authority

The authority employs independent contractors, helps determine rates for the use of the facility, helps formulate policies and procedures for the operation and use of the facility, administers, oversees and evaluates the performance of the management company and other contractors under the management agreement or any other contracts pertaining to operation, management or maintenance of the facility. It also reviews, evaluates and makes recommendations to the governing bodies regarding the annual operating budget and related reports, and authorizes expenditures of funds for operations, repairs, insurance and other costs.

The authority consists of seven (7) members. Three (3) members are appointed by the City Council. Members serve without compensation and must live within the corporate city limits. City and County taxes must not reflect any delinquency at the time of submission of the application.

Durham Cultural Advisory Board

The board serves as an advisory body to the City Council and the City Manager and the functions include:

  1. Assist the City’s Office of Economic and Workforce Development and to advise the City regarding the implementation of the Cultural Master Plan, hereinafter referred to as "The Plan," and to act as a community advocate for The Plan.
  2. Promote economic and workforce development through arts and culture, including the recruitment and retention of cultural non-profit organizations and for-profit cultural businesses. It shall advise on the development of cooperative projects with the Office of Economic and Workforce Development and other departments and agencies to use cultural components to advance these goals.
  3. Advocate for cultural development.
  4. Advise the City on funding for local arts and cultural organizations and facilities and advocate for private funding and for federal, state and county funding for Durham cultural organizations, programs and facilities.
  5. Advise on the implementation of any public art program the City might establish and advise the City on matters relating to public art. Advocate for public and private funding for local cultural organizations and facilities.
  6. The board meets the 2nd Friday of each month at 11 a.m. at various locations throughout Durham. Members serve without compensation and city and/or county taxes must not reflect any delinquency at the time of submission of the application.

Durham Housing Authority

The authority is responsible for investigating into living, dwelling and housing conditions and into the means and methods of improving such conditions; determines where unsafe, or insanitary dwelling or housing conditions exists; studies and makes recommendations concerning the plan of the City in relation to the problem of clearing, replanning and reconstruction of areas in which unsafe or insanitary dwelling or housing conditions exist, and provides dwelling accommodations for persons of low income.

The authority consists of seven (7) members appointed by the City Council. Members serve without compensation and must live within the corporate city limits. City and County taxes must not reflect any delinquency at the time of submission of the application.

Durham Open Space and Trails Commission

The commission's primary purpose is to advise the two governing bodies on matters relating to trails and greenways and open space preservation.

Appointments are made by both the City and County Governments. The City Council appointments Eight (8) members representing Ward 1, Ward 2 and Ward 3 and five (5) At-Large members. Durham Performing Arts Center Oversight Committee

The purpose of the committee is to monitor the implementation of the operating agreement with the operator, PFM/Nederlander who shall report in person to the committee at least once every six months on the status of the Durham Performing Arts Center operations and after these presentations, the committee will provide a written report to the City after each such presentation by the operator.

This committee is composed of five (5) members with one being a member of the Cultural Master Plan Advisory Committee. Members shall possess professional skills in the key areas of arts and culture, business, finance, facility management and community relations. Applicants must reside within the corporate city limits.

Durham Planning Commission

The commission reviews recommended plans, policies and reports of the professional planning staff and makes recommendations concerning them to the governing bodies. Other duties include reviewing reports, proposing and reviewing policies and procedures for encouraging broad public input on all plans, and reporting to the governing bodies on the conditions of the planning jurisdiction and the status of planning activities.

The commission is a 14-member advisory board made up of residents appointed by the County Commissioners and City Council. Seven members are appointed by the City Council. City and County taxes must not reflect any delinquency at the time of submission of the application.

Environmental Affairs Board

The board advises the City and County with regard to environmental policy, educates the public and local officials on environmental issues, performs special studies and projects on environmental questions as requested by the City or County, facilitates citizen participation in local government deliberations on environmental matters, studies changes in environmental science and law and promotes intergovernmental and public/private cooperation.

The board consists of 11 voting members and seven non-voting ex-officio members, five of which are appointed by the City Council representing the following vocations or professions: law, water resources, biological sciences, solid and hazardous waste and energy. Members serve without compensation and must live within the corporate city limits. City and County taxes must not reflect any delinquency at the time of submission of the application.

Equal Business Opportunity Program (EBOP) Advisory Committee

The committee reviews and evaluates the effectiveness of the EBOP within Durham City government; monitors and evaluates the effectiveness of the City's EBOP policies and procedures, resolutions and ordinances, including their implementation by the various City departments; studies and evaluates the necessity for further City regulations and procedures regarding Small Disadvantaged Business Enterprise (SDBE) participation; receives and, where necessary, analyzes, information concerning the presence of discrimination in the bidding and contracting process and makes recommendations to the City Council further steps to alleviate such discrimination; researches and reviews other jurisdictions SDBE programs; acts as a conduit between the City and the community industry, organizations, trade associations, chambers of commerce and SDBEs; plans and participates in education and training for SDBEs and researches and recommends to the City Council race and gender neutral alternatives which will assist SDBEs.

The committee consist of seven (7) members appointed by City Council to include SDBEs and non-SDBEs representing construction, professional services and non-professional services categories. Members shall serve two-year terms without compensation. Reimbursement for members' expenses shall be only to the extent authorized in advance by the City Council.

The board hears appeals on Housing Code Cases and Building Code Condemnation Cases.

The board is made up of eight (8) members appointed by the City Council representing the categories of real estate, neighborhood groups, financial institutions, homeowners, landlords, tenants and one (1) at-large member.

Human Relations Commission

The duties of the commission are to develop ways to have an atmosphere conducive to the best possible human relations in the community, including but not limited to: holding community meetings, conducting educational programs, doing research and receiving and conciliating discrimination complaints.

The new commissioners would be expected to serve on a subcommittee, which meets at least once a month, along with attending at least one meeting per month of the full Commission.

Attendance is a major prerequisite to serving. Minimum time involved is five hours per month.

The commission also acts as a public forum to hear and resolve complaints of human and civil rights in our Community and advises the City Council of these matters.

The composition of the commission represents fairly the social, economic, gender and ethnic composition of the population of the city and is comprised of six (6) African Americans, six (6) whites, and three (3) members of other racial minority groups.

Members serve without compensation and must live within the corporate city limits. City and County taxes must not reflect any delinquency at the time of submission of the application.

Lyon Park Advisory Board

The Board acts in an advisory capacity for the Community Family Life and Recreation Center at Lyon Park and will advise the City Council on the development of a master plan for the Center, recommended programs, facilities, and resources needed for successful operation of the Center, strategic plan to transfer operations and fiscal responsibility of the Center to Calvary Ministries of the West End Community, Inc.

The board consists of eleven (11) members with one (1) member being recommended by Parks and Recreation Advisory Council, two (2) members from Calvary Ministries of the West End Community, Inc. and one (1) member from PAC 3. The remaining seven (7) members will be appointed by the City Council to represent the following neighborhoods: Burch Avenue, Lakewood, Lakewood-Tuscaloosa, Forest Hills, West End, Lyon Park and Morehead Hills.

Passenger Vehicle for Hire Commission (formerly Taxicab Commission)

The commission conducts hearings concerning denial or revocation of operators licenses and drivers permits, and transmits to the City Council its recommendations with respect thereto.

Citizen recommendations and complaints will also be heard by the commission.

The commission consists of seven (7) members appointed by the City Council. Members are compensated and must reside within the corporate city limits. City and County taxes must not reflect any delinquency at the time of submission of the application.

Meeting Time:

4th Wednesday of each month at 7 p.m. in the 4th Floor Conference Room/City Hall.

Raleigh-Durham Airport Authority

The authority was created by the N.C. General Assembly to develop, operate and maintain the Raleigh-Durham Airport Authority.

The authority is made up of eight representatives, two of each from the City of Durham, the County of Durham, the City of Raleigh, and the County of Wake.

Representatives appointed by the City Council must live within the corporate city limits and they serve without compensation. City and County taxes must not reflect any delinquency at the time of submission of the application.

Meeting time:

3rd Thursday of each month at 1 p.m./Room 100 A&B/RDU Airport.

Recreation Advisory Commission

The Recreation Advisory Commission works with the Director of Recreation and makes recommendations regarding recreation programs, facilities, resources and needs of the city.

The commission consists of nine (9) members appointed by the City Council. Members serve without compensation and must reside within the corporate city limits. City and County taxes must not reflect any delinquency at the time of submission of the application.

Meeting Time:

2nd Wednesday of each month from 7:30 a.m. to 9 a.m. at the Parks & Recreation Department/400 Cleveland Street.

Triangle Transit Authority Board of Trustees

The Triangle Transit Authority Board of Trustees was created to plan, finance, organize and operate a public transportation system for the Research Triangle area. It is governed by a thirteen (13) member Board of Trustees. Ten members are appointed by the region's principal municipalities and counties and three members are appointed by the North Carolina Secretary of Transportation. The goals of the board include:

  • Continuing to operate a fiscally sound, well-run public enterprise;
  • Developing a multi-modal transportation system which includes
    • Expansion of the Tri-A-Ride Carpool and Vanpool Program
    • A comprehensive regional bus service complementing existing public and private transportation systems
    • High occupancy vehicle lanes (HOV) and fixed guideway transit services;
  • Working with cities, counties, and other interested parties in examining transportation corridors, considering land use, economic activity, population patterns, and connections among these three elements and transportation;
  • And development of a public transportation educational and marketing program.

Meeting Time

The authority meets the 4th Wednesday of every month, 1 p.m. at the TTA Administrative Offices, 68 T.W. Alexander Drive, RTP. Members are compensated at $50 for each regular meeting of the authority they attend.

Workforce Development Board

The board acts as an advisory board to the Durham County Workforce Investment Act Program administered by the City of Durham Office of Economic and Employment Development and is responsible, by Executive Order of the Governor to have oversight and policy guidance of the One Stop Career Center and all other employment and training activities conducted within the service delivery area (Durham County), that utilize state and/or federal funds administered by the Governor.

Members serve without compensation and must reside within the limits of Durham County or have their principal place of business within the Durham County limits.

Members serve on this board representing the private sector, a community based organization, and a community college.

Meeting Time:

3rd Wednesday at 3:30 p.m. the following months of January, March, May, July, September and November.
