The City of Durham is seeking interested citizens to serve on the CABLE TV ADVISORY BOARD, DURHAM AREA TRANSIT AUTHORITY, DURHAM CITY-COUNTY APPEARANCE COMMISSION, DURHAM PLANNING COMMISSION, EQUAL BUSINESS OPPORTUNITY PROGRAM ADVISORY COMMITTEE, HOUSING APPEALS BOARD, HUMAN RELATIONS COMMISSION, LYON PARK ADVISORY BOARD, PASSENGER VEHICLE FOR HIRE COMMISSION, and the RECREATION ADVISORY COMMISSION.
There is currently one (1) vacancy on the CABLE TV ADVISORY BOARD with the term to expire on October 31, 2010.
The board acts as an advisory group regarding matters relating to cable television. The board meets on the 3rd Monday of each month at 3:30 p.m. in City Hall. Members serve without compensation and applicants must reside within the corporate city limits.
Due to terms expiring, there will be four (5) vacancies on the DURHAM AREA TRANSIT AUTHORITY BOARD OF TRUSTEES for two (2) Regular Members and three (3) Alternate Members with terms to expire on March 1, 2012.
The appointments to the authority will be made to ensure that the interests of various segments of the community including, but not limited to the following, are adequately represented on the authority: elderly, disabled, youth, regular bus riders, business, employers, and neighborhood organizations. The board meets on the 1st Wednesday of each month at 7:15 p.m. in the Committee Room located on the 2nd Floor of City Hall. Powers and duties of the authority include: to operate public transportation systems; to make plans, surveys, and studies of public transportation systems; and to establish and modify the routes, schedules, and fares of any public transportation system. Members are compensated and must reside within the corporate city limits.
Due to terms expiring, there will be two (2) vacancies on the DURHAM CITY-COUNTY APPEARANCE COMMISSION with the terms to expire on April 1, 2012.
The purpose of the commission is to enhance and improve the visual quality and aesthetic character of Durham City and County. The commission consists of 15 members, seven members appointed by the City Council and eight members appointed by the Board of County Commissioners. A majority of the members shall have expertise in a design field such as architecture, landscape design, city planning, horticulture, urban design or a related field. While encouraging applicants with expertise in aesthetics, attempts shall also be made to assure that the appointments represent a cross section of the community. The commission meets the 3rd Wednesday of each month at 5:30 p.m. in Conference Room B on the Ground Floor of City Hall. Members serve without compensation but may be reimbursed for expenses and must reside within the corporate city limits.
Due to terms expiring, there will be two (2) vacancies on the DURHAM PLANNING COMMISSION representing DISTRICT 4 and DISTRICT 6 with the terms expiring on June 30, 2012.
The Planning Commission is a fourteen (14) member advisory board made up of residents appointed by the County Commissioners and City Council. The commission reviews recommended plans, policies and reports of the professional planning staff and makes recommendations concerning them to the governing bodies on planning policy and planning implementation actions, including rezoning and zoning ordinance changes. Other duties include proposing and reviewing policies and procedures for encouraging broad public input on all plans and reporting to the governing bodies on the conditions of the planning jurisdiction and the status of planning activities.
The commission meets the 2nd Tuesday of each month at 5:30 p.m. in the Council Chambers at City Hall. While time commitments will vary depending upon schedules and workload, planning commissioners can expect to spend 5 to 20 hours per month preparing for and attending planning commission meetings and other duties. In addition to attending scheduled planning commission meetings, commissioners may also be expected to attend meetings of other committees or subcommittees. Members are compensated. Applicants must live in the area of representation.
Due to an expired term, there is currently one (1) vacancy on the EQUAL BUSINESS OPPORTUNITY PROGRAM ADVISORY COMMITTEE for one (1) SDBE Construction Firm Owner with the term to expire on April 1, 2011.
Duties of the committee include: Reviewing and evaluating the effectiveness of the EBOP within Durham City Government; monitoring and evaluating the effectiveness of the City’s EBOP policies and procedures, resolutions and ordinances, including their implementation by the various City departments; studying and evaluating the necessity for further City regulations and procedures regarding Small Disadvantaged Business Enterprise (SDBE) participation; receiving and, where necessary, analyzing, information concerning the presence of discrimination in the bidding and contracting process and to recommend to the City Council further steps to alleviate such discrimination; researching and reviewing other jurisdictions SDBE programs; acting as a conduit between the City and the community, industry, organizations, trade associations, chambers of commerce and SDBEs; planning and participating in education and training for SDBEs and researching and recommending to the City Council race and gender neutral alternatives which will assist SDBEs.
The board meets on the 2nd Wednesday of every month at 12 p.m. in the Equal Opportunity/Equity Assurance Department located at 302 E. Pettigrew St. Members serve two-year terms without compensation and must reside within the corporate city limits.
Due to a resignation, there is currently one (1) vacancy for a REGULAR MEMBER on the HOUSING APPEALS BOARD to represent Neighborhood Association with the term to expire on June 30, 2010.
The board is made up of eight (8) members and hears appeals on housing code cases and building code condemnation cases. The board meets the 3rd Wednesday of each month at 5:30 p.m. at the Housing and Community Development Department at 807 E. Main St. Members are compensated and must reside within the corporate city limits.
Due to a resignation, there is currently four (4) vacancies on the HUMAN RELATIONS COMMISSION for one (1)other racial minority group male (term expires June 30, 2011), one (1)other racial minority group female (term expires June 30, 2011), one (1) non-Minority Female(term expires June 30, 2010) and one (1) Non-minority Male (term expires June 30, 2011) in accordance with Section 2-41(b) of the Durham City Code.
The duties of the commission are to develop ways to have an atmosphere conducive to the best possible human relations in the community, including but not limited to: holding community meetings, conducting educational programs, doing research, and receiving and conciliating discrimination complaints. The new commissioners would be expected to serve on a subcommittee, meeting at least once monthly, along with attending at least one meeting per month of the full commission. Attendance is a major prerequisite to serving. Minimum time involved is five hours per month. This commission acts as a public forum to hear and resolve complaints of human and civil rights in our community and advises the City Council of these matters. The composition of the commission represents fairly the social, economic, gender and ethnic composition of the population of the City and is comprised of six (6) African Americans, six (6) Whites, and three (3) members of other racial minority groups other than listed above. In addition, both genders shall be equally represented but neither by more than fifty-three (53) percent. The commission meets on the 1st Tuesday of each month at 7 p.m. in City Hall. Members serve without compensation and must reside within the corporate city limits.
There are currently five (5) vacancies on the LYON PARK ADVISORY BOARD to represent the neighborhoods of Burch Avenue, Lakewood, Lakewood-Tuscaloosa, Forest Hills, West End, Lyon Park or Morehead Hills. The terms will expire on June 30, 2010.
The board acts in an advisory capacity for the Community Family Life and Recreation Center at Lyon Park and will advise the City Council on the development of a master plan for the center; recommended programs; facilities; and resources needed for the successful operation of the center; strategic plan to transfer operations and fiscal responsibility of the center to Calvary Ministries of the West End Community, Inc. There shall be representation on the advisory board of minority, handicapped, and low-moderate income individuals, as well as representatives of the business community, academia, housing community and other civic groups which the City Council deems appropriate. The advisory board meets on the 2nd Thursday of each month at 7 p.m. at the Community Family Life and Recreation Center at Lyon Park located at 1313 Halley Street. Members serve without compensation and must reside within the corporate city limits.
Due to terms expiring, there will be four (4) vacancies on the PASSENGER VEHICLE FOR HIRE COMMISSION representing Elderly, Handicapped, Substance Abuse and a Taxicab Permit Holder with the terms to expire on January 1, 2012.
The commission meets on the 4th Wednesday of each month at 7 p.m. in the 4th Floor Conference Room of City Hall. The commission shall hear appeals from decisions of the Inspector and will also hear citizens complaints and recommendations concerning taxicab services. Applicants are encouraged to apply from among the following areas: Large employers, service providers (such as social services), law and the elderly. Members are compensated $25 per meeting attended and they must reside within the corporate city limits.
There is currently one (1) vacancy for a person with a disability to serve on the RECREATION ADVISORY COMMISSION with the term to expire on August 8, 2010.
This commission works with the Director of Recreation and makes recommendations regarding recreation programs, facilities, resources and needs of the city. The committee meets on the 2nd Tuesday of each month at 12 p.m. at the Parks and Recreation Department at 400 Cleveland Street. Members serve without compensation. Applicants must reside within the corporate city limits.
There are attendance requirements for boards, committees and commissions. If a board appointee has two, unexcused absences from regularly scheduled board meetings or is absent from 40 percent or more of the regularly scheduled board meetings in a given 12-month period, it shall be the policy of the City Council to remove that appointee, in the absence of his/her showing good cause, and to make another appointment. This paragraph shall not apply to members of the Human Relations Commission, who are subject to the attendance requirements of Section 2-41(f) of the City Code.
City and County taxes must not reflect any delinquency at the time of submission of the application.
