The City of Durham is seeking interested citizens to serve on the CAPITAL PROGRAM ADVISORY COMMITTEE, DURHAM CITY-COUNTY ENVIRONMENTAL AFFAIRS BOARD, DURHAM HOUSING AUTHORITY BOARD OF COMMISSIONERS, DURHAM OPEN SPACE   TRAILS COMMISSION, EQUAL BUSINESS OPPORTUNITY PROGRAM ADVISORY COMMITTEE, FIREFIGHTER’S RELIEF FUND BOARD OF TRUSTEES, HUMAN RELATIONS COMMISSION, LYON PARK ADVISORY BOARD, PASSENGER VEHICLE FOR HIRE COMMISSION, RECREATION ADVISORY COMMISSION, and the WORKFORCE DEVELOPMENT BOARD.

Due to a resignation, there is currently one (1) vacancy on the CAPITAL PROGRAM ADVISORY COMMITTEE to represent the category of Engineer with the term to expire on March 31, 2011.

The committee receives and reviews quarterly updates on the status of funded capital projects and any proposed or approved changes to capital project budgets. Due to the time-sensitive nature of many capital projects, the CPAC may, but would not be required, to review changes prior to presentation to City Council. The committee shall also report to the City Council on a quarterly basis on findings or recommendations regarding the status or budgets of funded capital projects. The CPAC will not participate in selecting or recommending specific capital projects for consideration in the Capital Improvement Plan.

The committee meets on the 4th Monday of every other month at 11 a.m. in the Committee Room located on the 2nd Floor of City Hall. Members serve without compensation and must reside within the corporate city limits.

Due to a resignation, there is currently one (1) vacancy on the DURHAM CITY-COUNTY ENVIRONMENTAL AFFAIRS BOARD to represent WATER RESOURCES with the term to expire on June 1, 2012.

The board advises the City and County with regard to environmental policy, educates the public and local officials on environmental issues, performs special studies and projects on environmental questions as requested by the City or County, facilitates citizen participation in local government deliberations on environmental matters, studies changes in environmental science and law and promotes intergovernmental and public/private cooperation. The board meets the 4th Tuesday of each month at 6 p.m. in City Hall. Members serve without compensation. Applicants must reside within the corporate city limits.

Due to a term expiring, there will be one (1) vacancy on the DURHAM HOUSING AUTHORITY BOARD OF COMMISSIONERS for a citizen who has (1) Demonstrated experience in analyzing financial statements; (2) Demonstrated understanding of financing housing developments with tax credits and bonds would be helpful but not necessarily required; and (3) Some experience in the successful development and/or management of real estate and housing construction would also be helpful but not necessarily a requirement. The term will expire on September 28, 2014.

The Durham Housing Authority Board of Commissioners is composed of seven members and is responsible for setting policy, approving budgets, overseeing the development and production of housing opportunities for low to moderate income families, appointing the Executive Director, providing feedback to City Council and HUD when appropriate. At present, the Board meets on the 4th Wednesday of each month at 6:30 p.m. in the Housing Authority Commissioners Meeting Room at 330 E. Main Street (meeting time subject to change during the months of November and December). Additionally, members should be able to commit at least ten (10) days per year for board training. Members serve without compensation and must reside within the corporate city limits.

There is currently one (1) vacancy on the DURHAM OPEN SPACE & TRAILS COMMISSION representing Ward 3 with the term to expire June 30, 2012.

The primary purpose of the commission shall be to provide advice to the council and board on matters relating to open space preservation and trail development. In order to provide recreational and environmental benefits for the citizens of Durham County, the commission shall promote the preservation of valuable open spaces, the preservation of natural vegetation and stream valleys within the urban and rural environment, and the development of trails and other appropriate recreational and transportation facilities for pedestrians and bicycles. The commission shall promote the protection of the natural environment where appropriate to serve the public interest, with equal consideration for long-term care of the environment and the short-term pressures of growth. In doing so, the commission shall foster the wise use of the county's natural resources and shall strive to involve all segments of the Durham community. The commission meets on the 3rd Wednesday of each month at 7 p.m. in the Committee Room/2nd Floor/City Hall. Members serve without compensation and must reside within the corporate city limits.

Due to an expired term and resignations, there are currently three (3) vacancies on the EQUAL BUSINESS OPPORTUNITY PROGRAM ADVISORY COMMITTEE to represent SDBE Construction Firm Owner (term expires April 1, 2010) SDBE Non-Professional Services Firm Owner, (terms expire on April 1, 2011) and a SDBE Professional Services Firm Owner (term expires April 1, 2011).

Duties of the committee include: Reviewing and evaluating the effectiveness of the EBOP within Durham City government; monitoring and evaluating the effectiveness of the City’s EBOP policies and procedures, resolutions and ordinances, including their implementation by the various City departments; studying and evaluating the necessity for further City regulations and procedures regarding Small Disadvantaged Business Enterprise (SDBE) participation; receiving and, where necessary, analyzing, information concerning the presence of discrimination in the bidding and contracting process and to recommend to the City Council further steps to alleviate such discrimination; researching and reviewing other jurisdictions SDBE programs; acting as a conduit between the City and the community, industry, organizations, trade associations, chambers of commerce and SDBEs; planning and participating in education and training for SDBEs and researching and recommending to the City Council race and gender neutral alternatives which will assist SDBEs.

The board meets on the 2nd Wednesday of every month at 12 p.m. in the Equal Opportunity/Equity Assurance Department located at 302 E. Pettigrew St. Members serve two-year terms without compensation and must reside within the corporate city limits.

Due to an expired term, there is currently one (1) vacancy on the FIREFIGHTER'S RELIEF FUND BOARD OF TRUSTEES with the term to expire on January 1, 2010.

The responsibilities of this committee are to govern the disbursement of operating funds which are acquired through taxes paid by insurance companies. The by-laws of this committee are governed by N.C. State General Statutes and meetings are held as needed. Members serve without compensation. Applicants must reside within the corporate city limits.

Due to resignations and terms expiring there are currently three (3) vacancies on the HUMAN RELATIONS COMMISSION for one (1) other racial minority group male, and one (1) other racial minority group female (terms to expire on June 30, 2011), one (1) Minority Female (term expires June 30, 2012) in accordance with the Durham City Code.

The duties of the commission are to develop ways to have an atmosphere conducive to the best possible human relations in the community, including but not limited to: holding community meetings, conducting educational programs, doing research, and receiving and conciliating discrimination complaints. The new commissioners would be expected to serve on a subcommittee, meeting at least once monthly, along with attending at least one meeting per month of the full Commission. Attendance is a major prerequisite to serving. Minimum time involved is five hours per month. This commission acts as a public forum to hear and resolve complaints of human and civil rights in our community and advises the City Council of these matters. The composition of the commission represents fairly the social, economic, gender and ethnic composition of the population of the City and is comprised of six (6) African Americans, six (6) whites, and three (3) members of other racial minority groups other than listed above. In addition, both genders shall be equally represented but neither by more than fifty-three (53) percent. The commission meets on the 1st Tuesday of each month at 7 p.m. in City Hall. Members serve without compensation and must reside within the corporate city limits.

There are currently four (4) vacancies on the LYON PARK ADVISORY BOARD to represent the neighborhoods of Burch Avenue, Lakewood, Lakewood-Tuscaloosa, Forest Hills, West End, Lyon Park or Morehead Hills. The terms will expire on June 30, 2010.

The board acts in an advisory capacity for the Community Family Life and Recreation Center at Lyon Park and will advise the City Council on the development of a master plan for the center; recommended programs; facilities; and resources needed for the successful operation of the center; strategic plan to transfer operations and fiscal responsibility of the center to Calvary Ministries of the West End Community, Inc. There shall be representation on the advisory board of minority, handicapped, and low-moderate income individuals, as well as representatives of the business community, academia, housing community and other civic groups which the City Council deems appropriate. The Advisory Board meets on the 2nd Thursday of each month at 7:00 p.m. at the Community Family Life and Recreation Center at Lyon Park located at 1309 Halley Street. Members serve without compensation and must reside within the corporate city limits.

Due to an expired term, there is currently one (1) vacancy on the PASSENGER VEHICLE FOR HIRE COMMISSION representing Substance Abuse with the term to expire on January 1, 2010.

The commission meets on the 4th Wednesday of each month at 7 p.m. in the 4th Floor Conference Room of City Hall. The commission shall hear appeals from decisions of the inspector and will also hear citizen complaints and recommendations concerning taxicab services. Applicants are encouraged to apply from among the following areas: Large employers, service providers (such as social services), law and the elderly. Members are compensated $25 per meeting attended and they must reside within the corporate city limits.

Due to a resignation and terms expiring there will be three (3) vacancies on the RECREATION ADVISORY COMMISSION with the terms to expire on August 8, 2012.

This commission works with the director of recreation and makes recommendations regarding recreation programs, facilities, resources and needs of the city. The commission meets on the 2nd Wednesday of each month at 7:30 a.m. at the Parks and Recreation Department at 400 Cleveland Street. Members serve without compensation. Applicants must reside within the corporate city limits.

Due to terms expiring and a resignation, there are six (6) vacancies on the WORKFORCE DEVELOPMENT BOARD with four (4) vacancies representing PRIVATE SECTOR, one (1) vacancy representing COMMUNITY BASED ORGANIZATION, and one (1) vacancy representing ORGANIZED LABOR with terms expiring on June 30, 2011.

The board acts as an advisory board to the Durham County Workforce Investment Act Program administered by the City of Durham Office of Economic and Workforce Development and is responsible, by executive order of the governor, to have oversight and policy guidance of the One Stop Career Center and all other employment and training activities conducted within the service delivery area (Durham County), that utilize state and or federal funds administered by the governor. The board meets the 4th Thursday at 8:30 a.m. in the following months of January, March, May, July, September and November. Members serve without compensation. Applicants must reside within the limits of Durham County or have their principal place of business with the Durham County limits.

Members of a board, committee or commission shall attend at least fifty percent (50%) of the meetings in a given 12-month period. It shall be the policy of the City Council to remove that appointee in the absence of his/her showing good cause and to make another appointment. This paragraph shall not apply to members of the Human Relations Commission, who are subject to the attendance requirements of Section 34-108(e) of the City Code or boards, committees and commissions that have their attendance requirements addressed through by-laws or interlocal agreement.

City and County Taxes must not reflect any delinquency at the time of submission of the application.
