Occupation Outlook
- Maximum training cost (per person) is no more than $4,500
- Maximum training duration is one year
- Training must help individuals develop an occupational skill leading to a career identified as a demand in the local area
- One or more courses/classes that upon successful completion lead to:
- A certificate, associate, or baccalaureate degree OR
- Competency or skill recognized by employers OR
- A training regimen where individuals are gaining skills or competencies generally recognized by employers
- At least a 70 percent program completion rate after year one
- At least 70 percent entered employment upon completion of program
- Average hourly employment wage of all program participants which pay a wage equal to or greater than the City’s livable wage rate (pursuant to Section 18-23 of the City Code)
- Must enter training provider information onto the NC Stars Web site (information can be entered prior to approval of an eligibility application by the Durham JobLink Career Center)
- Must complete an eligibility application and be approved as a training provider by the Durham JobLink Career Center
1. What type of information does the Durham JobLink Career Center examine when approving potential service providers?
Answer:
- Are instructors already in place?
- Is the curriculum registered?
- If training is conducted at a school, does it have accreditation?
- Is the facility ADA accessible & located in Durham?
- Is there a local need for this type of training?
- Is the program industry recognized?
2. What if my training is more than $4500/person or longer than 1 year?
Answer:
- Depending on program cost, individuals participating in your program will be funded through WIA.
3. Why do training providers get a maximum of 5 referrals?
Answer:
- This rule only applies to programs that have been eligible within our system less than one year. It is important for us to verify the success of training programs prior to referring too many individuals.
4. What is the process for individuals to utilize the training programs?
Answer:
- It takes approximately 3-4 weeks for an individual to receive a list of potential training providers from their statement of initial interest. During this 3-4 weeks the following occurs:
- Orientation to available programs at JobLink
- Establish goals with counselor
- Pass assessment test
- Receive training provider options

Applicants with training programs within occupations identified within the long-term occupations projection for Durham County will be considered a priority over programs with trainings for occupations not appearing on the list. See the ESC brochure for a list of occupations.
