Parking Rules

4) Only
one (1) vehicle shall be parked at any given
time per pass card, keycard, contract card or other such device. Allowing
others in or out of a facility may result in loss of the parking contract
privilege and require the parker to pay the hourly rate for the time
parked or towing at the owners expense.
5)
Only those properly displaying either handicapped/disabled
parking permit or those with handicapped/disabled license plates
may park in spaces designated as handicapped/disabled. Posted parking
rates still apply to users of these spaces.
6) Motorcycles
are discouraged from using facilities with automated access control equipment. Motorcycles must
be parked in designated parking spaces and are charged the
$30.00 month.
7) At cashier-operated
facilities, parking fees are collected upon
exit from the facility. Payment shall be either in U.S. cash, check drawn on
a U.S. bank or via pre-paid token/voucher/stamps.
8) Parking
validation stamps may be purchased through the Lanier Parking System
office at 326 East Chapel Hill St. M-F 8am-5pm. They are sold in books of 100 for $40.00 and each stamp is valid
for one (1) hour of parking.

The Durham Parking System reserves the right to close part or all of
a facility for maintenance or repair. Alternative parking will
be provided when possible.
11) Those people with
valid key cards are required to use them whenever they enter or exit
their facility and park in the appropriate location at all times. Parking
in incorrect locations may result in the loss of the parking contract
privilege and require the parker to pay the hourly rate for the time
parked and are subject to towing at the owners expense.
12) No
overnight parking is allowed in any City
parking facility
13) No repair work shall be performed
on vehicles parking in City parking facilities. This shall include, but
not be limited to oil changes, tune-ups or brake repair.
14)
No automotive parts such as batteries, tires or body parts shall be left
nor dumped in City parking facilities
15) Loitering and possession
or consumption of alcoholic beverages in city parking facilities is prohibited.
16)
No skateboarding, inline skating (roller-blading),
roller-skating or bicycle riding on any ramp is allowed in
any city parking facility.
17) No refunds are
given at cashier booths. If you have a question regarding
change given, call the Lanier Parking System office at 680-2481.
18)
If you lose your entrance ticket, you will be charged the
lost ticket fee indicated on the parking rate sign at the entrance and
given a receipt as you leave the facility. If you
later find your entrance ticket and wish to recover the difference between
the fee paid and the amount you actually owed, send the entrance ticket
and the receipt along with your name and address to:

Regulations -- Parking For Persons With Disabilities
Parking spaces for
Persons with Disabilities (PWDs) are available
in City lots and next to the elevator in every city deck. A
valid, State Motor Vehicle Division issued "Parking for PWDs" hangtag
or license plate must be properly displayed when
parking in a designated "Parking for PWDs" space. The
hangtag or license plate does not exempt the PWD from parking fees.
The
individual to whom the hangtag or plates were issued must
be in the vehicle when it is parked and when the vehicle leaves the parking
space. (Do not operate your vehicle with the tag hanging from the rearview
mirror; the hangtag could obstruct your vision and you are subject to receiving
a moving traffic violation.)

Lanier Parking System is now enforcing the City of Durham’s On-Street Parking Ordinances and may be contacted at 680-2481 concerning any parking citation received within the Durham city limits.

2) Articles of particular interest.
A) Article IV, Division I, Section 20-95. This section discusses general parking. “No person shall stand or park a vehicle in a roadway other than parallel with the edge of the roadway headed in the direction of traffic and with the curbside wheels of the vehicle within 12” of the edge of the roadway, and with such vehicle entirely within the lines marking the space, except that upon those streets which have been marked or signed for angle parking vehicles…”
B) Article IV, Division I, Section 20-104. This section prohibits parking on sidewalks; “It shall be unlawful for any person to stop, stand, or park any vehicle upon any sidewalk of the city.”
C) Article IV, Division I, Section 20-105. This section prohibits parking in a particular city block for a cumulative time to exceed the posted limit. This means that someone parking for 30 minutes in the morning, who returns to the same block for an additional 45 minutes in the afternoon, where there is a one hour limit, can be issued a parking citation.
D) Article IV, Division I, Section 20-109. This section defines the use of loading zones as follows: “…the parking of vehicles is restricted to parking for the purpose of loading or unloading passengers or property shall be construed to apply only during the period in which the operation of loading and unloading is being engaged in and such provision of this chapter or other ordinance of the city shall not be construed so as to authorize the parking of vehicles in such area for any other purpose or duration of time.”
E) Article IV, Division I, Section 20-160 & 161. These sections deal with bus and taxi provisions of the ordinances. 160 - “The driver of a bus or taxicab shall not stand or park upon any street in any business district at any place other than at a bus stop or taxicab stand, respectively, except that this provision shall not prevent the driver of any such vehicle from temporarily stopping, in accordance with other stopping or parking regulations, at any place for the purpose of and while actually engaged in the loading or unloading of passengers.” 161 – “No person shall stop, stand, or park a vehicle other than a bus in a bus stand or other than a taxicab in a taxicab stand, when any such stop or stand has been officially designated and appropriately signed, except that the driver of a passenger vehicle may temporarily stop therein, for the purpose of and while actually engaged in loading or unloading passengers, when such stopping does not interfere with any bus or taxicab waiting to enter or about to enter or already within such zone.”
