The City of Durham Engineering Section is tasked with reviewing zoning, site plans, preliminary plats, construction drawings, building permits and final plats as these items relate to the City of Durham public and private road standards, sidewalk, water system, fire protection systems, sanitary sewer system and stormwater drainage and conveyance systems.

The City of Durham Stormwater Services Section is tasked with reviewing zoning, site plans, preliminary plats, construction drawings, and final plats as these items relate to stormwater impact studies, stream buffers, floodplain analysis, stormwater quality systems and stormwater quantity facilities, as well as major stream crossing systems.

Transportation development review deals with the coordination of new development with adopted local, regional and state transportation plans and projects. It also ensures that new development is approved in accordance with local ordinances, policies and procedures pertaining to existing and future transportation systems. The design and location of new streets, transit corridors, sidewalks, bicycle facilities, and access management and corridor protection are key areas of review and coordination.
Major projects are also subject to Traffic Impact Analysis (TIAs) studies and traffic mitigation measures. When required, these studies are used to determine whether traffic impact mitigation is necessary and what improvements are necessary to provide adequate capacity for new development. Staff engineers coordinate TIA reviews with the N. C. Department of Transportation which has joint access approval authority on State roads inside and outside the City.
Building permit applications are reviewed to identify potential conflicts with planned transportation improvement projects. Site plans or development plans which require right-of-way dedications are checked to ensure that such dedications or reservations are recorded prior to the issuance of a building permit application.
Prior to project completion, staff engineers or inspectors are required to verify that the required transportation improvements and traffic control measures are completed in accordance with site plan requirements or construction drawing specifications. This includes, when applicable, the verification of road improvements, the installation of pavement markings, street name markers, traffic control signs and signals.
H. Wesley Parham, P.E., is the Assistant Transportation Manager and oversees the Transportation Division's development review staff. Bill Judge, P.E., is responsible for zoning and site plan reviews, TIA study reviews, and construction drawing pavement markings and signage approval. Nancy Averette, assists with development review and is the primary transportation site inspector. Traffic signal design review is conducted by the Traffic Operations Unit headed by Phil Loziuk, P.E., PTOE.
