Main Street Streetscape

Main Street is open to one-way, local traffic only from Duke Street to Great Jones/Morgan Street. The contractor is making great progress. In an attempt to allow two-way traffic on Main Street, the contractor milled the street the week after Thanksgiving (the milling of Main Street was not scheduled until January of 2010). The weather has not cooperated. Since the milling was completed, 14 days have elapsed and only two days met the minimum requirement for paving (temperatures and rain).

Old trolley tracks were found to be too high in the existing street and they have been removed. The contractor is currently laying out how much additional milling/pavement removal will be needed to accommodate a desirable cross slope. To continue to try and accelerate the construction schedule, the contractor has elected to mill the additional pavement and complete all the required prep work for paving over the next few weeks. During this time, the contractor will install the stamped concrete, rather than waiting until after paving, as was originally planned. Unlike asphalt, stamped concrete can be installed during winter months. This approach will require one-way traffic longer; however if the concrete is complete and there is mild and dry weather, the road could be paved and opened to two-way traffic.

The entire street should be open to two-way traffic around February 2010 (weather permitting) once the resurfacing, stamped concrete, paving and a signal have been completed.

The West Village Street Improvements Project consists of installing underground power infrastructure, street improvements and streetscaping on Main Street between Ramseur Street and Duke Street. The West Village street improvements will have a similar appearance to the Downtown Streetscape Project completed in June 2007.

This project will make Main Street more pedestrian, bicycle, and overall transportation friendly. In addition, Main Street will serve as the connection to Brightleaf Square. Main Street will be reconstructed using a combination of standard paving and decorative pavements. Sidewalks will be reconstructed and landscaping incorporated into the design. New lighting for vehicles on the streets and for pedestrians on the sidewalks is included, as well as installing the underground infrastructure to move the overhead power to underground. The contractor will maintain traffic throughout construction when it can be safely maintained; however at times traffic will have to be detoured. When the contractor is installing the underground power vaults, the traffic will have to be switched to local traffic only or detoured for a period of time, due to the size and location of the vaults. The construction will take one year. The City is excited about installing this vital connection between Downtown Durham and Brightleaf Square.

Background Information

Contract ST-235 (EDA Project 04-79-05884) West Village Street Improvements (Main Street) was awarded at the City Council work session of February 5, 2009. The bids were received on January 12, 2009. The low bidder was Lanier Construction Company, Inc. Lanier's bid was $2,283,431.20. Funding for this project is available in the Liggett Streetscape Improvements fund and is partially supplemented with a $1 million grant from the Economic Development Administration. Construction began in March 2009 with a projected completion date of June 2010.
