This construction project consists of proposed improvements to twelve streets in the City. The street improvements are the result of Citizen petitions that have been previously submitted to the City and approved by the City Council. The street improvements will be funded by the Bond approved by the Citizens in the November, 2005 general election ballot
Some of the proposed street improvements also incorporate water and sewer system extensions that also are the result of Citizen petitions. These utility extensions will be funded by the general funds for water and sewer system. The project was designed by the City staff in the Engineering Design Division of the Department of Public Works.
The preliminary cost estimate for all of the streets in ST-227 was about $4,000,000.
Contract ST-227 was awarded to Thalle Construction Company, Inc. on February 5, 2007 in the amount of $4,988,373. Construction began in April 2007.
The streets that are included in this construction project and the scope of the proposed improvements are listed below in the chronological order that the petitions were submitted and approved by the City Council:

The total length of the proposed street improvements is approximately 13,585 lineal feet, the total length of sewer line is approximately 2,000 feet, the total length of water line is approximately 3,000 feet, and the total length of sidewalk is approximately 7,200 feet.
The City Council approved a contract amendment adding additional projects to this contract on May 5, 2008. The new projects include a storm water project for Chesapeake Road and a U-Turn for the Martin Luther King Jr. Parkway at Chapel Hill Road. Additional funding was also approved to finish the original contract. This Contract Amendment No. 1 increases Contract ST-227 to $6,249,373.
