The PVFH Program administers Chapter 50 Article III of the Durham City Code, PVFH Ordinance. The ordinance can be viewed on the Durham City Clerk’s website under the City Code of Ordinances.
The ordinance regulates the licensing, inspection, and operation of passenger vehicles for hire that seat 15 passengers or less that operate within the Durham city limits. These vehicles include taxicabs, limousines, limousine sedans, shuttles, and para-transits. The program regulates passenger vehicles for hire, in order to preserve the health and welfare of the citizens and the protection of their property.
Passenger Vehicle for Hire Commission (PVFH)
The PVFH Commission is composed of seven members appointed by the City Council from diverse business areas:
- Elderly
- Large employers
- Law
- Passenger vehicle for hire permit holders
- Passengers
- Service providers
- Substance abuse prevention
- Visitors industry
The commission meetings are held the 4th Wednesday of the month, beginning at 7 p.m. in the GoDurham Administration Transit Board Room, 1907 Fay Street, unless otherwise stated. The commission hears appeals from decisions of the PVFH administrator, from the passenger vehicle for hire industry and citizens related to customer service issues.
