2023 Durham Continuum of Care (CoC) Application
The U.S. Department of Housing and Urban Development (HUD) opened the 2023 Continuum of Care (CoC) Homeless Grants Competition on July 5, 2023, with the release of a Notice of Funding Opportunity (NOFO). The Durham CoC has conducted a local competition for the funds available to it and is recommending that HUD fund thirteen projects for a total award of $2,355,647.
The CoC Consolidated Application consisting of the Collaborative Application, the project Priority Listings, and 15 individual project applications submitted for the local competition are available for review at the links below. The complete Consolidated Application was submitted to HUD on September 26, 2023, two days before HUD's September 28, 2023, deadline.

The following applications were not recommended for CoC funding in the 2023 competition:
- An application from Open Table Ministry for a new PSH project.
- Applications from Housing for New Hope to expand the Williams Square Apts. and Andover Apts. PSH projects.

- The Community Development Department received the following questions about the 2021 Continuum of Care Homeless Grants Competition and provides the following responses to them.
- The FY 2019 NOFA allowed grant consolidation and transitioning projects to a different type, i.e. a TH project becoming a RRH project.
- If transitioning a project is allowed in the FY 2021 competition, does that mean that a RRH project can apply to become a PSH project?

Project applications are scored and ranked with the Scoring and Ranking Policy (PDF) adopted by the Homeless Services Advisory Committee. This Scoring Tool (PDF) was used to rank renewal permanent housing applications with at least two years of performance as of 12/31/2018.
