COVID ESG FUNDING
The Community Development Department is releasing the Request for Proposals for supplemental COVID-19 Emergency Solutions Grant funds that the City of Durham is receiving and the associated instrument that will be used to evaluate proposals. Please note that Proposals are due to the Department by 5 PM on JUNE 3, 2020. (Extension made to allow for answers to questions about the RFP.)

- What is the contract term for these funds? Is it a 12-month contract? A 24-month contract? Is there a specific date that the funds must be expended by? Please provide more clarity here.
- Item #2 on the Revised Scoring Rubric for Covid-19 ESG allocation focuses on an organization’s operating reserves.
- If awarded funding, would the awarded amount be an amendment to a current ESG contract with the CDD; or would this be a completely new and separate contract?

COVID ESG RFP AND APPLICATION WORKSHOP RECORDING
The Community Development Department has released a Request for Proposals (RFP) for COVID-19 Emergency Solutions Grant (ESG-CV) funds. The RFP may be viewed at https://zoomgrants.com/gprop.asp?donorid=2251&limited=3213.
Applications MUST be submitted via ZoomGrants by Close of Business (COB) on August 27, 2021
An application workshop is scheduled for Wednesday, August 18, 2021, at 10:00 AM; The recording can be viewed here.
Request for funding will be limited to ESG-CV eligible projects, including:
- Street Outreach ($110,000 available)
- Emergency Shelter ($634,425.19 available, including Temporary Emergency Shelter)
- Rapid Rehousing ($453,710.00 available)
- Prevention of Homelessness ($486,456.00 available)
- Project Administration ($126,965.23 available)
Applicants must have capacity to promptly expend funds. At least fifty percent of funds must be expended by January 31, 2022, and 100% of funds must be expended by June 30, 2022. It is anticipated that contracts will have a start date beginning in October 2021.
