The City of Durham, Community Development Department is soliciting proposals for projects that support Non-Congregate Emergency Shelter for persons experiencing homelessness. In addition, this Request for Proposals (RFP) makes available funding for Rapid Rehousing of persons experiencing homelessness, as well as Landlord Engagement programs designed to increase the number of landlords willing to house persons exiting homelessness. 

On Monday, April 25, 2022, the Community Development Department plans to release the Request for Proposals and solicit applications via ZoomGrants™, the department’s online application management system. The expected amount of funding to be available is approximately $1,600,000 and will be funded with City funds.  

All applications must be submitted via ZoomGrants™ no later than 11:59 P.M. on Monday, May 9, 2022. Applications received after the deadline date and time will not be accepted and will be deemed ineligible. Interested parties are strongly encouraged to attend a virtual Application Workshop on Wednesday, April 27, 2022, at 9:00 A.M. Coordinated Entry with Diversion

DURHAM, N.C. –  The City of Durham, Community Development Department is soliciting proposals to serve as the central front door into Durham’s homeless system.  The recipient will work with the Durham County Department of Social Services to serve as Entry Point Durham, a joint central unit that conducts intakes, assessments, diversion, prioritization, and referral in accordance with the Durham Continuum of Care’s Written Standards for Coordinated Entry. The goals of this project are to prevent as many clients as possible from entering the homeless system, to increase accessibility of the Durham homeless system, and to ensure that services are prioritized fairly based on level of need.
On Tuesday, January 18, 2022, the Community Development Department will release the Request for Proposals and solicit applications via ZoomGrants™, the department’s online application management system.  The expected amount of funding to be available is approximately $955,000 and the funding source will be the City of Durham’s Dedicated Housing Fund.

All applications must be submitted via ZoomGrants™ no later than 4:00 P.M. on Tuesday, February 21, 2022.  Proposals received after the deadline date and time will not be accepted and will be deemed ineligible.

Case Management Services in Local Emergency Shelters and Rapid Rehousing Assistance to Households Experiencing Homelessness

DURHAM, N.C. – The City of Durham, Community Development Department is inviting local organizations to apply for Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and City Dedicated Housing Funds (DHF) via the City’s ZoomGrants website at www.zoomgrants.com. Contracts awarded through this competition will be for the following activities and in the following annual amounts for calendar years 2021, 2022 and 2023:  

  • CDBG funds totaling $177,00 for the provision of case management services in local emergency shelters. 
  • ESG funds totaling $161,589 and DHF totaling $200,000 for the provision of rapid rehousing assistance to households experiencing homelessness. 

Funding awards for 2022 and 2023 will be contingent upon future awards of CDBG and ESG funds from the United States Department of Housing and Urban Development (HUD) and DHF funds made available by the City of Durham for rapid rehousing in its annual budget. The precise amount of awards in these years is contingent upon the amount of awards from HUD and in the City budget for these years.  

On September 4, 2020, ­ ­­­the Community Development Department will release the Request for Proposals (RFP).  All awards for this opportunity are subject to a competitive selection process. 

Project applications for the funds available in this competition are due to the Community Development Department by 4:00 pm October 9, 2020, via the ZoomGrants website.

Request for Proposals (RFP) for an Unsheltered Coordinating Agency

The Community Development Department  (CDD) is issuing a Request for Proposals (RFPs) in support of the priorities outlined in the City’s Affordable Housing Goals:

The Community Development Department is soliciting proposals for an Unsheltered Coordinating Agency responsible for evaluating, planning, leading, and implementing the response to unsheltered homelessness in Durham County. Project activities include (1) pre-case management services, (2) case management, (3) encampment lead agency responsibilities, and (4) community coordination. CDD expects to award approximately $1,075,000 in joint City and County funding under this RFP.
