Public hearings will be held to discuss the following: Landmark - Paschall’s Bakery Building and Studebaker Building (LD1900004); Annexations - 1101 Olive Branch Road (BDG1900007), Knotty Pine Drive (BDG2000009), Farrington Road Multi Family (BDG1900017); Plan Amendment - 1101 Olive Branch Road (A1900006); Zoning Map Changes - 1101 Olive Branch Road (Z1900012), Farrington Road Multi Family (Z1900036), Knotty Pine Drive (Z2000034A); and Statutory Development Agreement - Farrington Road Multifamily (associated with zoning map change Z1900036).
The Durham City Council will hold virtual public hearings on October 19, 2020, at 7 p.m. to hear the following requests:
Landmark:
- Paschall’s Bakery Building and Studebaker Building (LD1900004) is a request for a Landmark Repeal located at 115 A-B North Duke Street.
Annexations:
- 1101 Olive Branch Road (BDG1900007) is a request for a contiguous annexation of 178.581 acres located at 1101 Olive Branch Road.
- Knotty Pine Drive (BDG2000009) is a request for a contiguous annexation of one 0.85 acre parcel located at 6933 Knotty Pine Drive.
- Farrington Road Multi Family (BDG1900017) is a request for a contiguous annexation of 13 parcels and right-of-way totaling 12.077 acres. generally located at Farrington Road, Crescent Drive, and Rutgers Place. Parcel PIDs 141654, 141618, 141642, 141644, 141645, 141651, 141649, 141650, 141668, 141647, 141669, 141643, 141653.
Plan Amendment:
- 1101 Olive Branch Road (A1900006) is a request to change the future land use designation located at 1101 Olive Branch Road from Very Low Density Residential/Recreation and Open Space to Low Density Residential/Recreation and Open Space.
Zoning Map Changes:
- 1101 Olive Branch Road (Z1900012) is a request to change the zoning located at 1101 Olive Branch Road from Rural Residential (RR), Falls/Jordan Watershed Overlay District-B (F/J-B), County Jurisdiction to Planned Development Residential 2.999 (PDR 2.999), Falls/Jordan Watershed Overlay District-B (F/J-B), City Jurisdiction.
- Farrington Road Multi Family (Z1900036) 8.03 acres including 13 parcels generally located at Farrington Road at Crescent Drive and Rutgers Place, is a request to change the zoning from Residential Suburban-20 (RS-20), Falls/Jordan Lake Watershed Protection Overlay District-B (F/J-B), Major Transportation Corridor (MTC), County Jurisdiction to Residential Compact with a development plan (RC(D)), Falls/Jordan Lake Watershed Protection Overlay District-B (F/J-B), Major Transportation Corridor (MTC), *City Jurisdiction, with a statutory development agreement. Parcel PIDs 141654, 141618, 141642, 141644, 141645, 141651, 141649, 141650, 141668, 141647, 141669, 141643, 141653.
- Knotty Pine Drive (Z2000034A) is an initial zoning change for Residential Rural (RR)/ Falls/Jordan Watershed Protection Overlay District B (F/J-B), County Jurisdiction to Residential Rural (RR) /Falls/Jordan Watershed Protection Overlay District B (F/J-B), City Jurisdiction.
Statutory Development Agreement:
- Farrington Road Multifamily (associated with zoning map change Z1900036): a statutory development agreement for 13 parcels totaling 8.03 acres located generally at Farrington Road at Crescent Drive and Rutgers Place (PIDs 141654, 141618, 141642, 141644, 141645, 141651, 141649, 141650, 141668, 141647, 141669, 141643, 141653) between the city of Durham and CKE V LLC, that includes, but is not limited to, a density bonus for 332 multifamily dwelling units, with the requirement that 82 of the units to be affordable units per the requirements of the agreement, or the ability of the City to exercise the purchase of the land for $10 if construction of the units is not guaranteed by the date provided per the agreement. A utilities extension agreement shall also be included, along with a schedule for completion and additional parameters for the affordable housing dwelling units. Notice of Public Hearing on proposal to make public improvements and to assess the costs thereof against abutting properties pursuant to Chapter VI, Article 7, Section 77 of the Charter of the City of Durham
A sufficient petition has been filed with the City Council of the City of
Durham for making each of the following improvements:
- Curb, gutter and paving, water and sewer mains and water and sewer laterals on Ardmore Drive - from the east property line of 917 Ardmore Dr (parcel id 146356) west to the west property line of 608 Ardmore Dr (parcel id 146349); and
- Curb, gutter and paving, water and sewer laterals on Linden Terrace - from American Drive southwest to the end of the street
If the improvements are made, the total cost of the improvements will be
specially assessed against abutting property according to the provisions of
Chapter VI, Article 7, Section 77 of the Charter of the City of Durham. The
assessments may be paid in equal annual installments over a period of eight
(8) years. Interest will accrue at a rate not to exceed nine (9) percent
per annum on the unpaid balance of the assessments.

All objections to the legality of the making of the proposed improvements
shall be made in writing, signed in person or by attorney, and filed with
the City Clerk via U.S. Postal Service to the City Clerk’s Office, 101 City
