Durham Police Chief C.J. Davis recently announced 30 promotions, including three promotions to the department’s highest levels.

Todd Rose was promoted to the rank of deputy chief, which is the second highest rank in the department (there are two deputy chiefs). Chief Rose will be in charge of Field Operations. Chief Rose is a native of Rocky Mount and a graduate of Jordan High School in Durham and N.C. State University, where he earned a B.S. degree in textile materials and management. Chief Rose was a commercial pilot who flew for American Eagle before joining the DPD in 1994.

Chief Rose, who most recently served as assistant chief for Patrol Services, has worked in many capacities during his DPD career. He has worked in the Patrol Bureau, Criminal Investigations Division (homicide investigator, violent crimes investigator and CID commander), and Special Operations Division (Corporal, SOD assistant commander, SOD commander and member of the FBI Task Force). He also served as the department’s range master for four years.

Terrence Sembly was promoted to the rank of assistant chief, which is the department’s third highest rank (there are four assistant chiefs). Assistant Chief Sembly, who joined the Police Department in 1997 after working for the Duke University and Carrboro police departments, will serve as assistant chief for Patrol Services. Assistant Chief Sembly has served as commander of the Organized Crime Division and District 4. He also served in the Uniform Patrol Bureau, GREAT (Gang Resistance Education and Training) Unit, the Recruiting Unit and the Internal Affairs Unit. Assistant Chief Sembly earned his B.A degree from N.C. Central University and earned a Master’s Degree in Leadership and Organizational Change from Pfeiffer University. Assistant Chief Sembly is a graduate of Session 66 of the Senior Management Institute for Police in Boston and the Administrative Officers Management Program from North Carolina State University.

Joseph Kelly was promoted to the rank of captain, which is the department’s fourth highest rank. Capt. Kelly, who joined the Durham Police Department in 1994 after serving with the Durham County Sheriff’s Office and the N.C. Department of Adult Probation and Parole, is the new commander of the Organized Crime Division. Capt. Kelly earned a bachelor’s degree in political science/public administration with a minor in English from Winston-Salem State University. He has served with the Public Housing Unit, Gang Unit, HEAT 1 Unit, Uniform Patrol and Organized Crime Division. He has also served as a patrol watch commander.

The following officers have been promoted to the rank of lieutenant:

• Lt. D.M. Anthony – assigned to Special Services Division (Central District) as assistant commander
• Lt. M.A. Clancy – assigned to the Training Bureau
• Lt. H.J. Burwell – assigned to B Squad, Watch Commander
• Lt. D.W. English – assigned to D Squad, Watch Commander

The following officers have been promoted to the rank of sergeant:

• Sgt. J.E. Werner, assigned to Special Victims Unit
• Sgt. R.S. Packard, assigned to Professional Standards Division
• Sgt. T.B. McMaster, assigned to Patrol Services  Bureau
• Sgt. N.M. Cloninger, assigned to Patrol Services Bureau
• Sgt. B.S. Holliday, assigned to Patrol Services Bureau
• Sgt. A.C. Rogers, assigned to Patrol Services Bureau
• Sgt. D.A. Ferrell, assigned to Recruiting Unit
• Sgt. J.M. Cloninger, assigned to Patrol Services Bureau
• Sgt. J.J. Kenyon, assigned to Patrol Services Bureau
