The City of Durham is committing U.S. Department of Housing and Urban Development (HUD) HOME Investment Partnership Funding to Durham Housing Authority (DHA) for J. J. Henderson. DHA proposes to use HUD funding to renovate the existing 178-unit building and construct a new adjacent, connected four-story building housing 80 additional units. The project will maintain the current number and mix of studio and 1-bedroom units in the existing building and provide 1- and 2-bedroom floorplans in the new four-story building. The project will also include the demolition of a one-story structure located along the southern facade of the existing building, the construction of additional parking, and site amenities including sidewalks, bike racks, benches, and trees. An optional on-site alternative, in addition to the proposed 178 existing and 80 new units, includes the construction of approximately 12 new townhome units that will be provided for sale. An environmental review is required for the project since it is utilizing HUD funding. The City of Durham Community Development Department’s office is currently closed due to COVID-19. The Environmental Review is posted below for review as is the Combined Notice of Finding of No Significant Impact and Notice of Intent to Request Release of Funds. All comments received by July 7, 2020 will be considered by the City of Durham and the Housing Authority of the City of Durham prior to authorizing submission of a request for release of funds.
