[ARCHIVED] REQUEST FOR PROPOSAL (RFP) Case Management Services & Rapid Rehousing Assistance

The City of Durham, Community Development Department is inviting local organizations to apply for Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and City Dedicated Housing Funds (DHF) via the City’s ZoomGrants website. Contracts awarded through this competition will be for the following activities and in the following annual amounts for calendar years 2021, 2022 and 2023:

  • · CDBG funds totaling $177,000 for the provision of case management services in local emergency shelters.
  • · ESG funds totaling $161,589 and DHF totaling $200,000 for the provision of rapid rehousing assistance to households experiencing homelessness.

Funding awards for 2022 and 2023 will be contingent upon future awards of CDBG and ESG funds from the United States Department of Housing and Urban Development (HUD) and DHF funds made available by the City of Durham for rapid rehousing in its annual budget. The precise amount of awards in these years is contingent upon the amount of awards from HUD and in the City budget for these years.

On September 4, 2020, the City of Durham, Community Development Department will release the Request for Proposals (RFP). All awards for this opportunity are subject to a competitive selection process. Project applications for the funds available in this competition are due to the Community Development Department by 4 PM October 9, 2020 via the department’s ZoomGrants software application. Project application instructions, the project application, and supporting documentation requirements and information are now available at https://zoomgrants.com/gprop.asp?donorid=2251&limited=2631 . Proposals received after the deadline date and time will not be accepted and deemed ineligible.

Interested parties are strongly encouraged to attend a workshop to review the eligibility requirements, application process and online application requirements scheduled for September 14, 2020 at 1 PM. The workshop will be conducted virtually. Interested persons must register for the workshop by sending an email to [email protected] with “Register for September 14th workshop” in the subject line.
