First Substantial Amendment to City of Durham 

FY 2020-2021 Annual Action Plan and 2020-2025 Consolidated Plan for 

CARES Act Funding

The City of Durham receives annual entitlement funds from the United States Department of Housing and Urban Development (HUD), which includes Community Development Block Grant (CDBG), HOME Investment Partnership (HOME), Emergency Solutions Grant (ESG), and Housing for Opportunities Persons With Aids (HOPWA) funding.  The City of Durham’s Five-Year Consolidated Plan details the funding strategy for CDBG, HOME, ESG, and HOPWA funding for the period of 2020-2025.  The Annual Action Plan outlines the actions Durham is taking with HUD-awarded entitlement funding to meet the needs and goals as described in the 2020-2025 Five-Year Consolidated Plan.  Any substantial changes in funding, goals or activities require a substantial amendment to the Consolidated Plan as set forth in 24 CFR Part 91.

 The CARES Act, Public Law 116-136, was signed into law on March 27, 2020, to provide additional funding for communities in their efforts to prevent, prepare for, and respond to the coronavirus pandemic (COVID-19).   In response to COVID-19, the U.S. Congress has authorized the U.S. Department of Housing and Urban Development (HUD) to provide supplemental formula allocations for HUD’s Community Planning and Development programs, including Community Development Block (CDBG), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons With Aids (HOPWA) funding to the City of Durham.  

The City of Durham expects to receive $2,716,217 in CDBG-CV, $2,662,668 in ESG-CV, and $70,340 in HOPWA-CV funding. With the exception of $1,513,616 in CDBG-CV and $2,060,285 in ESG-CV funding, this substantial amendment includes these funds and outlines the current and proposed uses of these funds.  The additional supplemental funding through the CARES Act requires an amendment to the FY 2020-2021 Annual Action Plan/2020-2025 Consolidated Plan. The remaining balance of $1,513,616 in CDBG-CV and $2,060,285 in ESG-CV funding will be addressed in a second amendment which will be released at a later date.  

The draft to the First Substantial Amendment to the  FY 2020-2021 Annual Action Plan and 2020-2025 Consolidated Plan for CARES Act Funding (PDF) describing citizen participation and proposed activities for the CARES Act funding sources, as well as the Public Notice (PDF) will be available for public review from October 21, 2020  through November 20, 2020.

The City will include a summary of the public comments and responses in the submittal to HUD. Further, public comment is encouraged at a public hearing to be held in December 2020. Notice of that public hearing will be announced at a later date.
