First Time Homebuyer Down Payment Assistance (DPA) Program Administrator
Pre-Proposal Workshops: Monday, March 8, 2021, at 2:00 PM
Proposals Due: Wednesday, April 7, 2021, at 3:00 PM

DURHAM, N.C. – The City of Durham, Community Development Department is soliciting proposals from non-profit and for-profit entities/organizations to administer and implement a First Time Homebuyer Down Payment Assistance (DPA) Program.  The successful applicant for the First Time Homebuyer DPA Program Administrator will be able to demonstrate the capacity to provide a range of services related to the DPA Program, including but not limited to application intake, marketing, income eligibility determination, and loan origination. The loans will be serviced by the City’s third-party Loan Servicer, pursuant to a separate contract.

On Monday, February 22, 2021, the Community Development Department will release the First Time Homebuyer DPA Request for Proposals (PDF). All projects and funding amounts for this opportunity are subject to a competitive award process.  Proposals must be received electronically by 3:00 pm on Wednesday, April 7, 2021.  Proposals received after the deadline date and time will be deemed ineligible. 

Interested parties are strongly encouraged to attend the Pre-Proposal Workshop on Monday, March 8, 2021, at 2:00 pm to receive additional information.

Click on RFP Addendum No.1 to review all questions and responses provided during the virtual workshop and received during the RFP Written Questions and Responses Period.
