The City of Durham is providing funding to the Durham Housing Authority (DHA) for the redevelopment of 519 E Main Street (formerly Oldham Towers) and Liberty Street Apartments. An Environmental Assessment was completed per US Department of Housing and Urban Development (HUD) regulations at 24 CFR Part 58 and the project received a Finding of No Significant Impact. The City is requesting comments on the Intent to Request Release of Funds and Finding of No Significant Impact. The project will demolish the buildings at 519 East Main Street and Liberty Street Apartments. The City and DHA have entered into a Memorandum of Agreement with the North Carolina State Historic Preservation Officer (SHPO) to mitigate the effects as the buildings have been determined eligible for the National Register of Historic Places. A hard copy will also be available at City Hall for review. City Hall is open to the public Tuesday – Thursday from 9:00 am to 3:00 pm, excluding City holidays. The City will accept comments through April 5, 2021.
