Second Substantial Amendment to the FY 2020-2021 Annual Action Plan

and 2020-2025 Consolidated Plan for CARES Act Funding

Notice is hereby given to residents of the City of Durham that a draft Substantial Amendment to the FY 2020-2021 Annual Action Plan and 2020-2025 Five-Year Consolidated Plan concerning the Coronavirus Aid, Relief, and Economic Security (CARES) Act funding is now available for review and comment.  The CARES Act, Public Law 116-136, was signed into law on March 27, 2020, to provide additional funding for entitlement communities in their efforts to prevent, prepare for, and respond to the coronavirus pandemic (COVID-19).

In response to COVID-19, the United States Congress has authorized the United States Department of Housing and Urban Development (HUD) to provide supplemental formula allocations for HUD’s Community Planning and Development programs, including Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons With Aids (HOPWA) funding to the City of Durham.  The City of Durham expects to receive a total of $2,716,217 in CDBG-CV, $2,662,668 in ESG-CV, and $70,340 in HOPWA-CV funding.  This second substantial amendment includes proposed uses for the remaining funding of $1,513,616 in CDBG-CV and $2,060,285 in ESGCV funds.  These remaining funds are part of the second amendment to the plan.  The draft second substantial amendment will be available for public review from May 10, 2021 through June 10, 2021 on the Community Development Department website at Public Notice (PDF)
