Comments Requested - Farrington Road Environmental Review and Combined Notice Posting 6/29/21 - 7/19/21 

The City of Durham intends to provide funding for the construction of the Farrington Road Apartments in Durham, NC to include 82 new units of affordable housing. The development has received an allocation of Low-Income Housing Tax Credits (LIHTC) and will utilize income averaging, which allows the developer to include units up to 80% Area Median Income (AMI) if the overall average of the households occupying the units equates to 60% or below AMI. 
The proposed single, four-story, building will be constructed under current standards using quality materials to include hardi-plank and brick exterior, energy efficient windows, and asphalt shingle roofing. The building would meet the National Green Building Bronze certification and include a computer center, exercise room, club house, and leasing office to serve the new residents in the building design. 

The City, as the Responsible Entity, has completed an Environmental Assessment for the site which currently has no required mitigations. Required mitigation would include discoveries of human remains, or if sensitive cultural resources occur during construction. In those cases, all work will cease immediately, and the NC State Historic Preservation Officer will be consulted. 

The City is accepting comments on the Environmental Review. The City is posting the Combined Notice of Intent to Request Release of Funds and Finding of No Significant Impact (FONSI). All comments received between Tuesday, June 29, 2021, and Monday, July 19, 2021, will be reviewed and considered before the City submits its request for release of funds to the US Department of Housing and Urban Development.  

The Combined Notice and Environmental Review are available at the links below as well as at https://www.hudexchange.info/programs/environmental-review/environmental-review-records/.  A copy is also on display for review at 101 City Hall Plaza, Durham, NC 27701 from 9:00 AM to 3:00 PM Tuesday – Thursday, excluding holidays.  The Environmental Review document contains links to supporting documentation that is accessible on the HUD HEROS website as well as at the link below entitled "Farrington Appendix_Figures." The Table of Contents is hyperlinked to the specific page in the document for each attachment.
