The City Clerk’s Office Presents the Monthly Board Member Spotlight:
THe homeless team in the community development department
The Homeless Team in the Community Development Department (Manager Colin Davis, Senior Community Development Analysts Lloyd Schmeidler and Hanaleah Hoberman, and Community Development Analyst Ruebe Holmes) jointly staff the Homeless Services Advisory Committee (HSAC) and its various subcommittees, including the HSAC’s Executive Committee, the Policy & Planning Committee and the Performance Management Committee.

How did you become a staff liaison? How long have you been a staff liaison?
Essentially, being a staff liaison comes with the job of being on the Community Development Department’s Homeless Team. In 2011 Durham County and the City led a reorganization of the implementation of the “10 Year Plan to End Homelessness,” which had been adopted by the community in 2006. That reorganization created the HSAC to provide guidance to the City and County governments on matters related to homelessness. The HSAC became the Durham Continuum of Care Board, and the Community Development Department became the Continuum of Care Lead Agency. As the Lead Agency, the Department provides staff support to the HSAC and its committees and coordinates community-wide collaborative efforts to help people experiencing homelessness regain and maintain permanent housing as quickly as possible.
Working with passionate, committed, and knowledgeable community partners who want to make a difference in the lives of people experiencing homelessness is the best part of the work. Experiencing the resilience of people in the midst of a homelessness episode is also a source of strength and renews our dedication to continue to work together with the HSAC and the Durham community to create a homeless housing system that quickly ends homelessness for people when they do “fall through the social safety net” and end up homeless on the streets of our city and community.
