August 26 Application Deadline; Durham Continuum of Care Free Memberships Now Available
Durham organizations in need of funding to help homeless residents are now invited to apply for more than nearly $175,000 in state grant funds to support their efforts.
The City of Durham Community Development Department has received notice from the N.C. Department of Health and Human Services (NCDHHS) that local organizations are now eligible to apply for $172,255 in Emergency Solutions Grant (ESG) funds to assist people experiencing homelessness through street outreach, emergency shelter operations and services, homeless prevention, rapid re-housing, and Homeless Management Information System (HMIS) implementation. Durham is eligible to use up to $103,353 for emergency services, and at least $68,902 must be used for housing stabilization activities.
Project applications for these funds are due by 5 p.m. on Friday, August 26. Applications must be submitted through the State ESG Smartsheet form where all application documents should be put in a zip file, and the zip file should be uploaded to the form. Project application instructions, project applications, and supporting documentation requirements and information are now available on the NCDHHS website.
The NCDHHS is also offering technical assistance sessions to help organizations understand their application process, and registration is required to attend.

The City’s Community Development Department will release the scorecard used to evaluate project applications after the scorecard is approved by the Durham Continuum of Care (CoC) Performance Management Committee on August 11. Completed project applications, a regional application completed by the City’s Community Development Department, and the Durham Continuum of Care recommendations for State ESG funding are due to NCDHHS by 5 p.m. on October 3.
The City’s Community Development Department is also inviting community agencies and people who are experiencing or have experienced homelessness to join the Durham CoC, which is organized to coordinate local efforts to address housing and homeless issues and to reduce homelessness. Membership is available at no cost. Durham’s CoC is composed of representatives of organizations including nonprofit homeless providers; victim service providers; faith-based organizations; governments; businesses; advocates; public housing agencies; school districts; social service providers; mental health agencies; hospitals; universities; affordable housing developers; law enforcement; organizations that serve homeless and formerly homeless veterans; and homeless and formerly homeless people.
