Lakewood Avenue Sanitary Sewer Replacement Project Construction – Upcoming Road Closure

Beginning the week of September 11, 2023, Lakewood Avenue between S. Mangum and S. Roxboro streets will be closed to through traffic for approximately 2 to 3 months. This closure is for construction activities to install sanitary sewer and waterlines as part of the Lakewood Avenue Sanitary Sewer Replacement Project. A detour route has been established—route map below.

What to expect in the construction area:

  • Traffic control signs and markings will be used to detour traffic away from this section of Lakewood Avenue.  
  • Northbound traffic will be detoured using Blackwell St, Morehead Ave, and the Mangum Roxboro Connector.
  • Southbound traffic will be detoured using Roxboro St, Jackie Robinson Dr, and Mangum St.
  • Sidewalk traffic will be disrupted in this area.
  • Noise levels in excess of the current City noise ordinance are anticipated during work hours.
  • Planned work hours are 7 AM to 7 PM.
  • No water or sewer service disruptions are anticipated.
  • Access to the Springhill Suites entrance on Lakewood Avenue will be impacted; access to the hotel via S. Mangum Street will remain.

Commuters and pedestrians are asked to plan accordingly. Additional information about upcoming work and planned impacts are described below. 

Week of September 5, 2023:

  • Lakewood Avenue lane shifts between S. Mangum and S. Roxboro streets to accommodate sanitary sewer and waterline installation.
    • Traffic control signs and markings will be used for the lane closures and shifts.  
    • Flaggers will be used in Lakewood Ave between the hours of 9 AM and 4 PM to maintain traffic in both directions.
    • Sidewalk traffic will be disrupted in this area.
    • Noise levels in excess of the current City noise ordinance are anticipated during work hours.
    • Planned work hours are 7 AM to 7 PM.
    • No water or sewer service disruptions are anticipated.
  • Roxboro Street lane shifts between Hillside Ave and Morehead Ave to accommodate sanitary sewer and waterline installation.
    • Traffic control signs and markings will be used for the lane closures and shifts.  Northbound S. Roxboro St. traffic will be maintained.
    • Temporary pavement markings will be installed to shift traffic lanes along S. Roxboro St.
    • Sidewalk traffic will be disrupted in this area.
    • Noise levels in excess of the current City noise ordinance are anticipated during work hours.
    • Planned work hours are 7 AM to 7 PM.
    • No water or sewer service disruptions are anticipated. 

Week of September 11, 2023:

Projected Future Work (pending progress and weather):

  • Lakewood Avenue will remain closed for approximately 2 to 3 months between S. Mangum and S. Roxboro streets to accommodate sanitary sewer and waterline installation.  
    • Additional closures of Lakewood Avenue between S. Duke and S. Mangum streets will be required in coming months. Further details about this phase of work will be provided in the future.
  • S. Roxboro Street lane shifts will remain in place for 4 to 5 months to accommodate sanitary sewer and waterline installation.  

Project Facts
This project will replace and upsize an existing sanitary sewer line along Lakewood Avenue from Duke Street to Roxboro Street. Approximately 2,700 linear feet of 12-inch to 18-inch sanitary sewer will be replaced with 24-inch sanitary sewer. The project also includes limited waterline replacements and the stabilization and enhancement of an existing stream near the American Tobacco Trail. Construction began in May 2023.
