City of Durham Closed for the Thanksgiving Holiday

Most City offices, including City Hall and all non-emergency operations, will be closed on Thursday, November 25, 2021 and Friday, November 26, 2021, in observance of Thanksgiving. Operations will resume as normal on Monday, November 29, 2021.

OLD CHAPEL HILL ROAD REZONING – November 16, 2021

Tim Sivers, of Horvath Associates PA, is conducting a virtual neighborhood meeting on Tuesday, November 16, 2021, from 6:00 p.m. to 8:00 p.m. Eastern Time to discuss the potential rezoning of approximately 2.25 acres of property located at the northeast corner of the intersection of Old Chapel Hill Road and Garrett Road and having Durham County Parcel Identification Numbers 139625, 139626, 139627, 139628. HILLSBOROUGH ROAD REZONING – NOVEMBER 22, 2021

Morningstar Law Group is conducting a virtual neighborhood meeting on November 22, 2021, from 6:00 p.m. to 8:00 p.m. Eastern Time to discuss the potential rezoning of approximately 6.5 acres of property located 3438 Hillsborough Road and having Durham County Parcel Identification Number 119628. The property is currently zoned Industrial Light (IL). The applicant is considering rezoning to Planned Development Residential (PDR) to facilitate the development of an apartment community with approximately 420 homes.

The Durham City Council will hold an in-person and virtual public meeting on November 15, 2021, at 7:00 p.m. to hear the following requests:

Text Amendments 
  • Unified Development Ordinance Text Amendment, Updates for Applications and Permits (TC2100004) The purpose of this set of amendments is to establish within the Unified Development Ordinance (UDO) the official application procedures for street naming, street closing, and annexation requests that are processed by the Planning Department, relocate and update the statutory development agreements application procedures, and update certain zoning map change procedures. 
Zoning Map Change 
  • Rosewalk (Z2000023) is a request to change the zoning from Residential Urban-5(2) (RU-5(2)); Planned Development Residential 10.800 (PDR 10.800) to Residential Urban-Multifamily with a development plan (RU-M(D)) and a proposed change of the Future Land Use Map designation from Medium Density Residential (6-12 DU/acre) to Medium High Density Residential (8-20 DU/acre) located at the northeast corner of the intersection of W. Club Boulevard and N. Duke Street.

Durham County Board of County Commissioners

The Board of County Commissioners will hold a virtual meeting on November 22, 2021, at 7:00 p.m. 

Text Amendment 
  • Unified Development Ordinance Text Amendment, Updates for Applications and Permits (TC2100004): The purpose of this set of amendments is to establish within the Unified Development Ordinance (UDO) the official application procedures for street naming, street closing, and annexation requests that are processed by the Planning Department, relocate and update the statutory development agreements application procedures, and update certain zoning map change procedures. 
Street Closing (no public hearing)
  • Akzo Boulevard Street Closing (SC1900001) - The Board of County Commissioners will consider a resolution to petition the NCDOT to remove a portion of Akzo Boulevard (SR 2602) from the Secondary Road Maintenance System. If NCDOT agrees to do so, a public hearing will be set and then held by the Board of County Commissioners to determine whether or not to close the street section.
Substantial changes to the proposed actions may be made following the public hearing for each case. For information about the cases, contact [email protected] or at (919) 560-4137.

Residents wishing to comment on the items sign up by emailing the Durham County Clerk to the Board at [email protected] no later than 2:00 p.m. the day of the meeting. The call-in information for the meeting will be shared to those individuals after they have emailed the Clerk.   
 
The virtual option aligns with social distancing requirements which ensures the safety of citizens who wish to participate as well as Board members and Durham County Government staff. Citizens who wish to view the BOCC meeting can watch it live on the County's YouTube channel. Replays of the meeting are available on the Durham Television Network on Spectrum Channel 8, AT&T U-verse Channel 99, Google Fiber Channel 8 and Frontier Communications Channel 70. On-demand video may be watched once it is uploaded to the County's website.
