SCAD Text Amendment (TC2200001) – November 29, 2022 Anthony Property Group and Habitat for Humanity are conducting an in-person public meeting to discuss the SCAD Text Amendment. This is a privately initiated text amendment petitioned by the applicant to simplify the Unified Development Ordinance to allow for more affordable development to be built in Durham. This was developed and submitted by a group of practitioners from the private field that does not include Durham City-County staff.

Amendments to the Unified Development Ordinance (UDO)
There are two pending text amendments to the UDO that are still in process and that have not yet been scheduled for Planning Commission or Governing Body review at this time. They are listed below:
Planning Commission-Initiated Text Amendment:Improving Access & Walkability Durham is working to create connected, walkable, and pedestrian-friendly communities through an update to our development regulations! Staff have been working to update the Unified Development Ordinance (UDO), or the tool guiding what development looks like in Durham City and County to improve access and walkability.
To ensure new developments are better connected to the surrounding area and existing neighborhoods, language within the UDO has been changed to better include pedestrians, cyclists, and transit riders who may not have access to a car. This change to the words within the UDO is called the "Improving Access and Walkability Text Amendment".

Durham’s New Comprehensive Plan UpdateDurham is working on a new Comprehensive Plan, a long-range vision for our community! The Comprehensive Plan decides what can be built where in Durham.
Review the revised Policies, Place Type Map, and Place Type Guide for the new Comprehensive Plan The initial Draft Place Type Guide, Place Type Map, and Policies were shared in previous rounds of engagement and have now been updated based on resident and staff feedback.
These plan pieces are being shared now to show how the drafts have changed before incorporating them into the full draft plan and to provide more time to review this information ahead of the final engagement phase. Staff is working to develop a full plan document and a final engagement phase will begin in January 2023. Stay tuned for the release of the full draft plan and opportunities to engage before the plan is considered for adoption. The formal adoption process for the new Comprehensive Plan is anticipated to begin in late February.

Main Street The Board of County Commissioners will hold in-person public hearings on November 14, 2022, at 7:00 p.m., Commissioners' Chambers, 2nd Floor, Durham County Administration I, 200 E. Main Street, to hear the following request in a quasi-judicial hearing:The Durham Board of County Commissioners is scheduled to hold a quasi-judicial public hearing for a Major Special Use Permit for Mason Farms, located on 63 Parcels near the intersection of N. Roxboro Road and Preston Andrews Road, at its regularly-scheduled meeting on November 14, 2022. At this time, due to unforeseen circumstances beyond staff control, it is expected that the Mason Farms item will not be heard but will be rescheduled to the November 28, 2022, meeting. Major Site Plan/Major Special Use Permit: - Mason Farms Major Site Plan/Major Special Use Permit (D2100325/M2200001) located at the intersection of Preston Andrews Road and N. Roxboro Road, is a request for a major site plan for Mason Farms and a Major Special Use Permit for a community wastewater system.

Starting with November’s meetings, the Board will also employ a hybrid option for staff and residents who wish to join the meeting virtually via Zoom, making it possible for those who cannot make it to downtown Durham to participate. The information for joining the Monday, November 14 meeting virtually is as follows: Residents now also have the option to deliver comments on agenda items or speak for the meeting in person or virtually as well. Those wishing to provide comments during the Public Hearing – either in person and virtually – must sign up in advance and give the Clerk to the Board their full name and address. In-Person Speaking Option:All speakers must give their full name and address to give citizen comments or complete the Public Comment Regarding Agenda Items form and submit it to the Clerk prior to the start of the meeting to speak on agenda items.
