Pending Amendments to the Unified Development Ordinance (UDO)Improving Walkability and Access Text Amendment (TC2100007) Last summer, the Durham Planning Commission initiated a text amendment with the goal of making a more connected community. To achieve this goal, the amendment proposes various rules for developers which would limit the length of streets and promote more pedestrian connections to nearby, existing networks. These rules will help ensure new developments are well connected to the surrounding area and neighborhoods, and ensure they are pedestrian/bicyclist friendly. This draft text amendment has gone through numerous revisions by City and County Staff along with members of the Durham Bicycle and Pedestrian Advisory Committee.The amendment includes updates to the existing connectivity ratio that ensures developers are providing sufficient road and pedestrian networks within new developments and adequately connecting to adjacent areas or neighborhoods. The amendment also includes a new block length component which limits the allowed length of the streets or street blocks that developer can build to help ensure our communities are built to human scale, closely connected, and walkable. The amendment was shared with the Joint City-County Planning Committee on February 1, 2023, and there will be an upcoming Planning Commission Public Hearing regarding the amendment on February 28, 2023. Phased Grading & Tree Preservation (TC2200004) and Pet Waste Receptacles (TC2200006) Help us improve environmental standards for new developments in Durham! There are two new, staff-initiated Text Amendments is now available for community-wide engagement and we want to hear from you! The first amendment (Phased Grading & Tree Preservation - TC2200004) seeks to improve environmental conditions and reduce land-disturbing impacts of new developments throughout the community. Specifically, the amendment proposes updates to tree preservation and replanting requirements, and creates new standards for site phasing as well as grading limits (i.e. the amount of land which may be cleared and/or leveled prior to construction). The other amendment (Pet Waste Receptacles - TC2200006) aims to protect and improve water quality and drinking water supply in Durham associated with pet waste pollution. Durham's New Comprehensive Plan UpdateDurham is working on a new Comprehensive Plan, a long-range vision for our community! The Comprehensive Plan guides what can be built where in Durham. The full draft of the new Comprehensive Plan is ready for community review and input! Online engagement through the project’s Social Pinpoint website has launched. Engagement will be open until Monday, March 20 – please plan to review the plan, attend a meeting, and provide your input either online or in person! In addition to online engagement, community members are invited to attend any of the following open house style in-person meetings or virtual sessions to review the full draft and share their feedback directly with Planning staff. Childcare for the in-person meetings will be provided (by The Safety Nest, LLC) as well as light snacks, masks, and hand sanitizer. Materials in both English and Spanish along with bilingual staff and/or simultaneous interpretation will be available at all of the meetings.

For the final meeting, Planning staff is partnering with the City’s Office on Youth to create a more youth- and family-friendly space and a celebration of the project that will be open to all. This engagement will be a chance to see all the pieces pulled together into one document, to better understand how it all works together, and to celebrate what we have accomplished together. During this engagement we will also be sharing information on how community members can continue to be involved in the project as the public hearing and adoption process begins. TEMPORARY UPDATES TO REVIEW TIMEFRAMESDue to the current and upcoming vacancies within our organization, Durham Development Services has temporarily revised review timelines for several review processes. These extended timeframes will allow us to provide and meet clear expectations for when comments or approvals will be distributed to applicants. The timeframes listed below are for all reviews (new and resubmittals). Exempt Plat and Level 1 Site Plan Review – 10 business days. Finals for Signatures – 7 business days. Final Plat, Level 2-4 Site Plan, and Construction Drawing Review – 30 business days. Street Renaming, Street Closing, Right-of-Way Withdrawal – 15 business days. Site Plan Requiring Construction Drawing Submittals must go through 2 cycles of review and all comments must be addressed before the Construction Drawings can be submitted. Seating is limited inside the Chambers due to social distancing guidelines, and is on a first-come, first-serve basis, with priority given to County staff. A low-capacity overflow seating area is provided in the lobby on the second floor of the Administration Building. Individuals seated in the lobby can view the meeting on screens.
