The Board of County Commissioners will hold public hearings on February 27, 2023, at the meeting beginning at 7:00 p.m. in the Commissioners' Chambers, 2nd Floor, Durham County Administration I, 200 E. Main Street to hear the following requests:
Street Closings:
- Copper Run Street Closings (SC2200006) is a request to permanently close a 954-linear-foot portion of Hinesley Drive, a 957-linear-foot portion of Meridian Street, and a 960-linear-foot portion of Pollard Avenue.
UDO Text Amendment:
- Erosion Control (TC2200005) proposes revisions to the Sedimentation and Erosion Control standards (Section 12.10) and Enforcement and Penalties (Section 15.5) within the Unified Development Ordinance (UDO) in order to address ongoing concerns regarding soil erosion during the development of larger sites, increase design and implementation requirements in areas with Triassic soils, and provide additional tools for enforcement.

Residents who wish to observe meetings are encouraged to continue using the virtual option.

The Durham City-County Board of Adjustment will hold public hearings on February 28, 2023, at the meeting beginning at 8:30 a.m. in the Committee Room, Second Floor, 101 City Hall Plaza, to hear the following requests in quasi-judicial hearings:
B2300002 – City: A request for a Variance from the rear yard setback. The property is located at 1409 Pinecrest Road, zoned Residential Suburban – 10 (RS-10), and is within the Suburban Development Tier.
B2300003 – City: A request for a Variance from the infill standards. The property is located at 2308 Indian Trail, zoned Residential Urban – 5 (RU-5), and is within the Urban Development Tier.
B2300005 – County: A request for a Minor Special Use Permit for an expansion of the use at an educational facility in a residential zoning district. The property is located at 501 Orange Factory Road, zoned Residential Rural (RR), and is within the Rural Development Tier.

The Durham Planning Commission will hold in-person and virtual public hearings on February 28, 2023, at the meeting beginning at 5:30 p.m. in the City Council Chambers, 1st Floor, 101 City Hall Plaza, to hear the following:
UDO Text Amendment:
- Improving Walkability and Access (TC2100007) proposes revisions to the requirements within the Unified Development Ordinance (UDO) to improve access and walkability in Durham. Last summer, the Durham Planning Commission initiated a text amendment with the goal of making a more connected community. To achieve this goal, the amendment proposes various rules for developers which would limit the length of streets and promote more pedestrian connections to nearby, existing networks. Specifically, the amendment includes updates to the existing connectivity ratio that ensures developers are providing sufficient road and pedestrian networks within new developments and adequately connecting to adjacent areas or neighborhoods. The amendment also includes a new block length component which limits the allowed length of the streets or street blocks that developer can build to help ensure our communities are built to human scale, closely connected, and walkable.
Other Planning Item:
- Comprehensive Plan The Planning Commission will consider making a recommendation on the adoption of the new Comprehensive Plan. The Comprehensive Plan guides what should be built where in Durham. It guides what size and kind of homes should be built in what part of the City and County, where schools and businesses should be built, and where streets should run through. The new Comprehensive Plan includes Community Goals and Objectives, Policies, and a Place Type Map.
