Durham is working on a new Comprehensive Plan, a long-range vision for our community! The Comprehensive Plan guides what can be built where in Durham.

Online engagement through the project’s Social Pinpoint website will be open until Monday, March 20 – please plan to review the plan and provide your input either online or in person!

This is a chance to see all the pieces pulled together into one document, to better understand how it all works together, and to celebrate what we have accomplished together. We are also sharing information on how community members can continue to be involved in the project as the public hearing and adoption process begins. Temporary Updates to Review Timeframes

Due to the current and upcoming vacancies within our organization, Durham Development Services has temporarily revised review timelines for several review processes. These extended timeframes will allow us to provide and meet clear expectations for when comments or approvals will be distributed to applicants. The timeframes listed below are for all reviews (new and resubmittals).

Exempt Plat and Level 1 Site Plan Review – 10 business days.

Finals for Signatures – 7 business days.

Final Plat, Level 2-4 Site Plan, and Construction Drawing Review – 30 business days.

Street Renaming, Street Closing, Right-of-Way Withdrawal – 15 business days.

Site Plan Requiring Construction Drawing Submittals must go through 2 cycles of review and all comments must be addressed before the Construction Drawings can be submitted.

Development Agreement:

Novel University Hill (Z2100048) is a request for the City of Durham to enter into a statutory development agreement with Dan Gualtieri, of Crescent Communities, to allow for an increase in the allowed density in exchange for the financing of 66 affordable units on the Carver Street Assemblage project. The applicant proposes to construct a maximum of 291 additional units above the allowed density of 109 units. The proposed benefits to the City include financing for 66 units of the Carver Street Assemblage project, the donation of parcels to Habitat for Humanity of Durham, LLC, a $50,000 donation to GoDurham/GoTriangle for a new bus shelter, and construction of new sidewalks that link the bus stop to the development; located at 3737 Durham Chapel Hill Boulevard and 3019 Auto Drive.

UDO Text Amendment:

Simplifying Codes for Affordable Development (TC2200001) is a privately initiated request to amend various provisions of the Unified Development Ordinance (UDO) to incentivize affordable housing and to allow additional flexibility in siting and design, predominantly targeted at developing infill housing and small-scale commercial opportunities. Please note: The City Council may continue this case to a future meeting without discussion.

Durham County Board of County Commissioners

The Board of County Commissioners will hold public hearings on March 27, 2023, at the meeting beginning at 7:00 p.m. in the Commissioners' Chambers, 2nd Floor, Durham County Administration I, 200 E. Main Street to hear the following requests:

No cases will be presented by the Planning Department.

Public Participation: Residents may attend in person, via Zoom, or watch live on the County’s website and on DTN. Seating is limited inside the Chambers due to social distancing guidelines, and is on a first-come, first-serve basis, with priority given to County staff. A low-capacity overflow seating area is provided in the lobby on the second floor of the Administration Building. Individuals seated in the lobby can view the meeting on screens. Residents who wish to observe meetings are encouraged to continue using the virtual option.

Residents may deliver comments on agenda items for the meeting in person or virtually. Please refer to the following web page for ways to participate: Commissioner Meetings. The Zoom meeting link will be posted during the week before the scheduled meeting.

All Board of County Commissioner meetings and other Durham County content are available for viewing on the Durham County YouTube Channel. It guides what size and kind of homes should be built in what part of the City and County, where schools and businesses should be built, and where streets should run through. The new Comprehensive Plan includes Community Goals and Objectives, Policies, and a Place Type Map.
