City of Durham Offices Closed for Memorial Day

Most City of Durham offices, including City Hall and all non-emergency City facilities and operations, will be closed to the public on Monday, May 29, in observance of the Memorial Day holiday.

Nil Ghosh, of Morningstar Law Group, is conducting a virtual neighborhood meeting on Thursday, June 1, 2023, from 6:00 p.m. to 7:00 p.m. to discuss the potential rezoning and annexation of Parcel ID Numbers 141593, 141594, 141591, & 141592. Durham's New Comprehensive Plan Update

Durham is working on a new Comprehensive Plan, a long-range vision for our community! The Comprehensive Plan guides what can be built where in Durham. 

Share your input on the new Comprehensive Plan at an upcoming public hearing!

Online engagement is now closed – any additional feedback can now be provided directly through the public hearing and adoption process.

Staff has been organizing all the community input received during the final engagement phase. These engagement highlights, which include information on the engagement process, who we engaged, and what residents said, can be viewed here: in English and in Spanish. For transparency, all of the input received during this engagement phase is linked within the highlights as well. This information will be provided to the Planning Commission, the City Council, and the Board of County Commissioners as part of the public hearing and adoption process.

The formal adoption process for the Comprehensive Plan began on Tuesday, February 28, 2023, at a meeting of the Planning Commission. The second public hearing before the Planning Commission was held on Tuesday, March 28, 2023. The Planning Commission continued this public hearing to their April 11 regular meeting where only Commission discussion occurred. The final public hearing before this Commission will be at a special Planning Commission meeting on Tuesday, May 23, 2023, beginning at 5:30 p.m. Participation is possible either in person or virtually through Zoom. Interpretation services are available. Durham County Board of County Commissioners

Regular Session, Monday, May 22, 2023, at 7:00 p.m.
In-Person and Virtual Session

The Board of County Commissioners will hold public hearings on May 22, 2023, at the meeting beginning at 7:00 p.m. in the Commissioners' Chambers, 2nd Floor, Durham County Administration I, 200 E. Main Street.

No cases will be presented by the Planning Department.

Public Participation: Residents may attend in person, via Zoom, or watch live on the County’s website and on DTN. Seating is limited inside the Chambers due to social distancing guidelines, and is on a first-come, first-serve basis, with priority given to County staff. A low-capacity overflow seating area is provided in the lobby on the second floor of the Administration Building. Individuals seated in the lobby can view the meeting on screens. Residents who wish to observe meetings are encouraged to continue using the virtual option.

Residents may deliver comments on agenda items for the meeting in person or virtually. Please refer to the following web page for ways to participate: Commissioner Meetings. The Zoom meeting link will be posted during the week before the scheduled meeting. 

All Board of County Commissioner meetings and other Durham County content are available for viewing on the Durham County YouTube Channel. Rebroadcasts of the meeting are available on the Durham Television Network on Spectrum Channel 8, AT&T U-verse Channel 99, Google Fiber Channel 8, and Frontier Communications Channel 70. On-demand video may be watched once it is uploaded to the County's website.

The Durham City-County Board of Adjustment will hold public hearings on May 23, 2023, at the meeting beginning at 8:30 a.m. in the Committee Room, Second Floor, 101 City Hall Plaza, to hear the following requests in quasi-judicial hearings:

  • B2300012 – City: (Continued from April 25, 2023) A Variance from the minimum lot width standards. The property is located at 3730 Old Chapel Hill Road, zoned Residential Suburban – 20 (RS–20) and Residential Suburban – 8 (RS-8), and within the Suburban Development Tier. 

  • B2300018 – City: A Variance for sewer access. This property is located at 3724 Old Chapel Hill Road, zoned Residential Suburban – 8 (RS-8) and within the Suburban Development Tier. 

  • B2300016 – City: A request for a Minor Special Use Permit to allow for a building height of 50 feet within 75 feet of the adjacent non-Design District zoning. The property is located at 6 Grace Lane and 601 Liberty Street, zoned Design District – Support 2 (DD – S2) and within the Downtown Development Tier.

Durham City-County Planning Commission

The Durham Planning Commission will hold in-person and virtual public hearings on May 23, 2023, at the meeting beginning at 5:30 p.m. in the City Council Chambers, 1st Floor, 101 City Hall Plaza, to hear the following:

  • Comprehensive Plan (Continued from April 11, 2023) The Planning Commission will consider making a recommendation on the adoption of the new Comprehensive Plan. The Comprehensive Plan guides what should be built where in Durham. It guides what size and kind of homes should be built in what part of the City and County, where schools and businesses should be built, and where streets should run through. The new Comprehensive Plan includes Community Goals and Objectives, Policies, and a Place Type Map.
