City of Durham Offices Closed for Juneteeth

Most City of Durham offices, including City Hall and all non-emergency City facilities and operations, will be closed to the public on Monday, June 19, in observance of the Juneteenth holiday.

Applicant-Sponsored Neighborhood Meetings

There are no scheduled applicant-sponsored neighborhood meetings at this current time.

The information found under this section of Applicant Sponsored Meetings is provided only as an additional form of notice and is not a requirement of the Unified Development Ordinance (UDO). The Planning Department shares meeting information provided by applicants as a courtesy only. As such, if a meeting is not listed here due to an oversight on the part of the applicant or the Planning Department, the meeting can still be held as long as all UDO mailed notice requirements were met per UDO paragraph 3.2.3, https://durham.municipal.codes/UDO/3.2.3.

Durham's New Comprehensive Plan Update

Durham is working on a new Comprehensive Plan, a long-range vision for our community! The Comprehensive Plan guides what can be built where in Durham.

Share your input on the new Comprehensive Plan at an upcoming public hearing!

Online engagement is now closed – any additional feedback can now be provided directly through the public hearing and adoption process.

Staff has been organizing all the community input received during the final engagement phase. These engagement highlights, which include information on the engagement process, who we engaged, and what residents said, can be viewed here: in English and in Spanish. For transparency, all of the input received during this engagement phase is linked within the highlights as well. This information will be provided to the Planning Commission, the City Council, and the Board of County Commissioners as part of the public hearing and adoption process.

The formal adoption process for the Comprehensive Plan began on Tuesday, February 28, 2023, at a meeting of the Planning Commission. The second public hearing before the Planning Commission was held on Tuesday, March 28, 2023. The Planning Commission continued this public hearing to their April 11 regular meeting where only Commission discussion occurred. The final public hearing before this Commission was scheduled for a special Planning Commission meeting on Tuesday, May 23, 2023, beginning at 5:30 p.m. However, a quorum of members was not in attendance. The final Planning Commission public hearing is now anticipated at the start of their regular meeting on June 13, 2023. Participation is possible either in person or virtually through Zoom. Interpretation services are available. Due to the vacancies within our organization, Durham Development Services has temporarily revised review timelines for several review processes. These extended timeframes will allow us to provide and meet clear expectations for when comments or approvals will be distributed to applicants. Durham Boards and Commissions

Durham County Board of County Commissioners

Regular Session, Monday, June 12, 2023, at 7:00 p.m.
In-Person and Virtual Session

The Board of County Commissioners will hold public hearings on June 12, 2023, at the meeting beginning at 7:00 p.m. in the Commissioners' Chambers, 2nd Floor, Durham County Administration I, 200 E. Main Street.

No cases will be presented by the Planning Department.

Public Participation: Residents may attend in person, via Zoom, or watch live on the County’s website and on DTN. Seating is limited inside the Chambers due to social distancing guidelines, and is on a first-come, first-serve basis, with priority given to County staff. A low-capacity overflow seating area is provided in the lobby on the second floor of the Administration Building. Individuals seated in the lobby can view the meeting on screens. Residents who wish to observe meetings are encouraged to continue using the virtual option.

Residents may deliver comments on agenda items for the meeting in person or virtually. Please refer to the following web page for ways to participate: Commissioner Meetings. The Zoom meeting link will be posted during the week before the scheduled meeting.

All Board of County Commissioner meetings and other Durham County content are available for viewing on the Durham County YouTube Channel. Rebroadcasts of the meeting are available on the Durham Television Network on Spectrum Channel 8, AT&T U-verse Channel 99, Google Fiber Channel 8, and Frontier Communications Channel 70. On-demand video may be watched once it is uploaded to the County's website.

Joint City-County Committee

In-Person Session

The Joint City-County Committee will hold an in-person meeting on June 13, 2023, at 9:00 a.m. in the Second Floor Committee Room, City Hall, 101 City Hall Plaza.

The Planning Department staff will present an information item regarding the adoption process for the new Comprehensive Plan. The presentation will be similar to presentations that will be shared in future Joint City-County Planning Committee and governing body work session meetings. Public comment will be received at Planning Commission, City Council, and Board of County Commissioner public hearings between now and August 31, 2023. Read more information and review the plan here! UDO Text Amendment:

Community Wastewater Systems (TC2200007) is a privately initiated text amendment to revise the requirements within the Unified Development Ordinance (UDO) related to community wastewater systems.

Other Planning Item:

Comprehensive Plan The Planning Commission will consider making a recommendation on the adoption of the new Comprehensive Plan. The Comprehensive Plan guides what should be built where in Durham. It guides what size and kind of homes should be built in what part of the City and County, where schools and businesses should be built, and where streets should run through. The new Comprehensive Plan includes Community Goals and Objectives, Policies, and a Place Type Map.
