Have you ever wondered to yourself….What exactly is zoning and what can/can’t it do? How do things get built in Durham? Why does that building or site look like that? How and why do you plan for something that is 5, 10, or 15 years away? What legal basis does the City and County have to regulate land? How can citizens get involved in planning matters?
This year the Durham City-County Planning Department is hosting a one-day course covering topics from Durham’s history of planning and zoning, current development review processes, and special topics such as law, transportation, and the new Durham Comprehensive Plan. The Fall 2019 Planning Academy session will be held on Friday, October 25th, from 9:00 a.m. – 3:30 p.m. The Academy is free for attendees and breakfast and lunch will be provided. Please fill out this survey to sign up. Applications are due on Friday, October 4th by 5:00 p.m. Space is limited to the first 75 applicants, so register today! Preference will be given to applicants who live in Durham or who are assisting with the Engage Durham initiative as well as residents who are not already involved in City or County boards or commissions. The City of Durham and Durham County now offer a quick and user-friendly system for applicants proposing Future Land Use Amendments to the Durham Comprehensive Plan, Zoning Map Changes with a Traffic Impact Analysis, Conservation Subdivisions, and other applications which require a neighborhood meeting prior to submitting the application, per the Unified Development Ordinance. Click the image above to learn about the requirements and how to retrieve the addresses of surrounding property owners to notify them about a required neighborhood meeting.

Political Signs Permitted

Based on the election schedule, political signs may be placed in the City of Durham city limits right-of-way beginning July 23, 2019. All signs associated with the election must be removed from the right-of-way on November 22, 2019, by 5:00 p.m.

- Case B1800025 – City: A minor special use permit request for a place of worship within a residential zoning district. The subject site is located at 5000 Southpark Drive, is zoned Residential Suburban (RS-20); within the Falls of the Neuse/Jordan Lake Protected Area (F/J – B) Watershed Protection Overlay District, and in the Suburban Tier.
- Case B1900024, B900025, B1900039 – City: Three variance requests to decrease the required rear yard setbacks and from the street tree requirements in order to construct a single-family detached house on each lot. The subject sites are located at 108 and 112 N. Plum Street, are zoned Residential Urban [RU-5(2)], and in the Urban Tier.
- Case B1900033 – County: A reasonable accommodation request from the dimensional standards of the Rural Residential zoning district in order to place a residence on a legal non-conforming lot. The subject site is located at 306 Red Mountain Road, is zoned Commercial Neighborhood (CN), within the lake Michie/Little River Protected Area (M/LR-B) Watershed Protection Overlay District, and in the Rural Tier.
- Case B1900034 – City: A variance request from the frontage requirement in which a minimum 60% of the build-to zone shall be occupied by the building podium. The subject site is located at 725 Ninth Street, zoned Compact Design Pedestrian Business [CD-P(N)], and in the Ninth Street Compact Neighborhood tier.
- Case B1900035 – City: A variance request to permit service area for a development on a corner lot to occupy more than 20% of the street frontage and be located within 20 feet of a building corner. The subject site is located at 214 and 216 Hunt Street, zoned Design District-Core (DD-C), and in the Downtown Tier.
- Case B1900036 – City: A minor special use permit request for an addition of more than 10% of the existing floor area to a non-conforming single-family structure and a seven-foot height increase from the original structure. The subject site is located at 1112 Wells Street, is zoned Residential Suburban-10 (RS-10), and in the Urban Tier.

Check out ENGAGEDurham, the website for a pilot of coordinated community engagement for the City and County! Based on the City’s Equitable Community Engagement Blueprint, ENGAGEDurham is a pilot initiative to coordinate engagement efforts between City/County Planning, City Transportation, City Neighborhood Improvement Services, and City General Services Departments. This pilot will be a multi-year engagement process to influence outcomes for a variety of projects, including our new Comprehensive Plan, new County Transit Plan, the Belt Line trail, the Move Durham study, the Third Fork Creek Trail extension, and the R.
